HomeMy WebLinkAbout2001-01-03-CEC-min CEC Subcommittee Minutes - 3 January 2001 (draft) The Capital Expenditures Committee school finance subcommittee (George Burnell, Tom Griffiths, Charles Hornig) met with Robin DiGiamarino and John Moynihan to discuss financing options for the upcoming elementary school capital project. The meeting took place from 6:30PM to 8:00PM in the school administration building. The town expects to sign a contract for schematic design of the 2 new schools next week. The designs will be presented to a fall 2001 town meeting for approval, followed by a debt exclusion special election. The design will be completed, SBA approval received in 6/2002, and construction started in 10/2002. There was much discussion of when design work on the next 2 schools (Bowman and Estabrook) should start and how it should be presented to town meeting and the voters. The end result was that we should proceed according to the plan worked out before the 2000 town meeting: - Do schematic and partial design/development between now and summer 2001. - Present both the 2 new schools and the first two renovations to a special town meeting in fall 2001 followed by a debt exclusion special election. - Finish design on the new schools and get SBAB approval in 06/2003. - Start construction in 07/2004. Do have a quarrel with the conclusion of your minutes that we're seeking the good ol' 4&2 financing. I took that as our recommendation: yours, mine, and George's. Problem is that I don't want to put those words in Robin's mouth with such a widely distributed document; I'm not sure she wasn't planning to sleep on it, and, even if she agrees, whether she might prefer not to seem to be making a pronouncement on the part of the whole School Committee. Unless you strongly disagree, I'd substitute something like "The Capital Expenditures Committee school finance subcommittee recommended that the Town..." for "The end result was that we should..."
