HomeMy WebLinkAbout2000-12-16-CEC-min CEC minutes - 19 December 2000 (approved) The meeting was called to order at about 7:35 PM by the chairman. All members of the committee were present: Tom Griffths (TG), Shirley Stolz (SS), George Burnell (GB), Narain Bhatia (NB), and Charles Hornig (CH). We were joined by Deborah Brown (Appropriations). The minutes of the meetings of 11/29, 12/6, and 12/13 were approved as amended. Joyce Miller (Conservation) was ill and sent a brief statement instead. Conservation has reserved space for both several transfers and several possible acquisitions. We discussed how to manage conservation purchases. Conservation more or less waits for parcels to become available, so there is no way to predict how much they might want when. NB would like an updated list of targetted parcels with assessed values. CH would rather wait and see. We will ask Conservation to come and talk to us in January (1/9?). There was some general discussion of the Community Preservation Act. Our letter about a road warrant article has resulted in the Selectmen agreeing to hold a special town meeting in the fall to consider big-ticket capital items. DPW now wants to build a completely new facility at Hartwell Avenue for $11.3M. They claim that the Admin building cannot be renovated in an effective manner. We still like a renovation for $2.5M. We will plan on slipping this to fall 2004. DPW is now proposing to do the street catchup for only $5M over 5 years. This does not include some amount of reconstruction, but does cost a lot less than proposed before. We need more details to justify this. We want to bring DPW back in to see us on 1/23, preceeded by a working tour on 1/20. Our thinking is to allow another $5M for road reconstruction in fall 2004. The landfill proposal is still $1.38M, with the authorization planned for fall 2001. There will be a working subcommittee meeting with the schools to work on the funding plan for the elementary schools, possibly on 1/3. We now expect to put the Senior Center to the voters in fall 2004. We still like our $3.5M project. We will try to meet with COA and Conservation on 1/9. We will meet jointly with Appropriations on 2/8. The meeting was adjourned at about 10:30 PM. Minutes were taken and submitted by Charles Hornig, clerk.
