CEC minutes - 17 October 2000 (approved)
The meeting was called to order at 7:31 by the chairman.
The entire committee was present: Tom Griffths (TG), Shirley Stolz (SS),
Narain Bhatia (NB), George Burnell (GB), and Charles Hornig (CH).
Visiting were Deborah Brown and Sheldon Spector (Appropriations Committee),
Rick White (Town Manager), and Jeanne Krieger (Board of Selectmen).
The minutes of the meeting of 26 September 2000 were approved.
The chairman will send a letter to the department and committee heads from
whom we expect requests outlining what information we need. The letter will
be based on last year's.
Rick White and Jeanne Krieger came to discuss the FY02 budget process. Some
of the main points covered were:
- We want to build on the policies adopted in previous years (cash capital,
etc.).
- Recommendation of the Blue Ribbon committee will be a useful addition.
- Need to demonstrate financial discipline (follow policies).
- CEC's important role is to help prioritize capital projects. We can't do
everything at once. Tax rate had better nover go up more than 9% or so in a
year.
- We need an overall plan for 10 years of large-ticket projects to resolve
the policital issues.
- We discussed the status of current capital projects.
- RW supported the idea of more voter education. There was lots of
discussion of what would be helpful/unhelpful to communicate.
- Other boards won't engage on large-ticket capital for a while yet.
Future meetings were tentatively set for 11/7, 11/15, 11/21, and 11/29. We
will get DPW and the schools to commit, then schedule the other departments
around them. These will be a summit meeting on 12/6.
The Blue Ribbon committee is ready to approve a draft report. Some details
about the workding of their recommendation still need to be worked out. We
expect it to be presented to the Selectmen in November.

(Appropriations Committee).
The minutes of the meeting of 17 October 2000 were approved.
The chairman will send a letter to the department and committee heads
from
whom we expect requests outlining what information we need. Some minor
changes were made to the proposed letter.
The committee was joined by the rest of the Appropriations Committee at
8:00
PM for a joint meeting.
Peter Kelley of the Permanent Building Committee discussed the Town's
current build projects and prospects for future ones.
The committees scheduled a joint meeting for 7:45 PM on 8 February
2001.
