Article 40 ad hoc Committee
November 16, 2005
A duly posted meeting of the Article 40 ad hoc Committee held in the Selectmen's
Meeting Room, Town Office Building, was called to order at 7 30 a.m. by Chairman
Galaitsis with members Judy Crocker, Tom Diaz, Derek Fullerton, Jeanne Krieger, Ingrid
Klimoff, Sheryl Mason, Jim Sheehy, and citizen David Eagle present
The Minutes of the October 19 meeting were reviewed and approved.
Derek Fullerton reported on price of printing from Wales ($1500 grant from
NEGrassroots Fund) Elaine Sterzan (spelling9) is working on grant from EPA, and will
submit it The flier has been endorsed by Stand, school committee, selectmen,
NEGrassroots Foundation. No word yet from DEP grant (submitted by Mr Fullerton and
Mr.Robert B from DPW)
Judy Crocker reported on her communications with the PTAs Clarke and Bowman PTA
said no to financial request Bowman PTA endorsed the campaign, but do not want signs
Judy Crocker and Jim Sheehy have not heard back officially from Jim Shaw of Colonial
Times
Jeanne Krieger told us that the flier could be mailed in town January mailing to all
households
The committee decided to form a subcommittee to meet soon, and work on
anti-idling campaign. Subcommittee would make no policy changes without approval of
whole committee
Jeanne Krieger volunteered to look at town bylaw
Committee had a discussion of the 2005 report "Diesel Health in America" by the Clean
Air Task Force, which reported on the health hazards and dangers of diesel exhaust Data
on health impacts from diesel fine particles tabulated in the report showed that
• Massachusetts ranked 10th of all states (with 1st being the worst) based on total
number of diesel-related deaths
• Boston ranked 5th out of 40 US cities listed (with 1st being the worst) based on
total number of diesel-related deaths
• Boston was the 11th worst of 50 US cities listed (with 1st being the worst) on a per
capita basis
The report indicated that the cost of retrofitting diesel engines with equipment capable of
reducing fine particle emissions by 90% was $3,000-$7,500 dollars By comparison, the
purchase cost of diesel-powered trucks/buses was $60K-300K dollars Mr Eagle said that
biggest problem is from 10-25 year old vehicles

On a motion duly made and seconded, it was voted to adjourn the meeting at 9 00 a.m.
