Article 40 ad hoc Committee
October 19, 2005
Committee members present T Galaitsis, J Krieger, I. Klimoff, S Mason, D Fullerton,
J Wilson, T Diaz, W Heiger-Bernays, J Sheehy
Lexington citizens present D Eagle, from Arlex/C&W Bus Co
Mr Galaitsis called the meeting to order at 7 35 am in the Selectmen's Meeting Room,
Town Hall, Lexington MA.
The committee reviewed the 9/22/05 minutes, amended them slightly and approved them
as amended. (3 members abstained from voting because they had not attended the
September meeting.)
Education program.
The committee established a timetable for the Education Program, anti-idling campaign.
The production/distribution schedule of the first batch of leaflets (for schools) was as
follows
-- List of endorsers will be finalized by 10/21/05
-- Material will be printed by 10/28/05
-- PTA distribution will take place by 11/4/05
-- Leaflets will be handed out at the special town meeting (11/7/05)
The Board of Health will have a press release
Ms Heiger-Bernays will make a list of organizations, companies, town departments, and
schools to contact about the campaign.
Mr Fullerton will work on the signs, and brochures He will contact and inform the town
departments, including the police department, and also the Chamber of Commerce, private
buses, Lexpress, tour buses, and taxicab companies
Mr Diaz will talk to the superintendent about an endorsement, and will inform the school
committee about the campaign.
Ms Klimoff will talk with James Shaw of Colonial Times about the Board of Health press
release The Colonial Times, which goes to each household in Lexington, could possibly
be used as delivery system of the pamphlets Mr Fullerton will work on the content, and
possible distribution of the pamphlets
Ms Krieger reported that the cost for inserting an 8 5"x11" flier into the Colonial Times is
$300 Printing is an additional expense and would depend upon complexity of job
Ms Krieger will also look into enclosing the Education pamphlets in the January'06 tax
bill mailings

Mr Wilson suggested that we should acknowledge financial gifts of Arlex/C&W Bus Co
The Committee members expressed their thoughts on this matter In September'06 the
Committee decided that the pamphlet would list only non-profit organizations
Ms Heiger-Bernays said that the purpose of the endorsers was to identify the anti-idling
program as a health issue to improve public health.
Mr Eagle said that Arlex does not want publicity for this In fact, if we needed more
money for campaign, Arlex could help out
The Committee decided to inform the public of the gifts and grant received in articles
about the campaign but will not put this information on the fliers or on signs
Mr Galaitsis will draft thank you letter that would be sent to Mr Eagle, Arlex, C&W, and
to any other future contributors
Ms Krieger reported that the "Safe Routes for Schools", at the Bridge School, has
resulted in a decrease of cars dropping off children (from 220 down to 120) This program
came from the Sidewalk Committee, and was implemented by the PTO of Bridge Other
elementary schools will follow soon.
Metric system, to show effectiveness of campaign.
It was agreed that the survey results could not be used because they were only about 220
responses
Mr Diaz will ask superintendent about the possibility of having LHS environment
stewardship students to monitor cars Monitoring will be for 2 hours at end of school day,
for 1 week every month, for 4 or 5 months Ms Mason will draft a chart with information
including date, time, weather conditions, location, number of cars sampled, and number of
cars idling. 2 or 3 students will work at one school. (LHS students get out of school at
2 30pm. Elementary students get out of school at 3 15pm.)
It is not clear that this monitoring system will provide an accurate measurement of
campaign effectiveness It was expected that car idling in February would be about the
same as it is in November
Mr Sheehy will speak with Ms Crocker about a feedback mechanism with the student
survey to encourage the drivers to drive less and idle less
Re future meetings, and need to review what committee is to do
Ms Krieger will draft local bylaw
Ms Mason stated that she will not vote for local bylaw
Ms Heiger-Bernays divided the work into 3 parts
1 Bylaw
2 Education program
3 Questions to be addressed by committee (primarily answered by Mr Eagle in past
meetings)

The Committee will gladly welcome assistance of Anne Kelly on the education campaign,
(and anyone else willing to work)
Ms Klimoff will tell Mr Fullerton about EPA grant, and ask him to re-submit grant
application to DEP for additional funds
The meeting was adjourned at 8 55am.
