Article 40 ad hoc Committee
September 22, 2005
Committee members present: T. Galaitsis, J. Krieger, I. Klimoff, S. Mason, D.
Fullerton, J. Wilson, and J. Crocker.
Mr. Galaitsis called the meeting to order at 7:40 am in the Selectmen's Meeting
Room, Town Hall, Lexington, MA.
The committee reviewed and approved the minutes of the 5/1/05 meeting.
Mr. Fullerton distributed copies and discussed briefly the results of the anti-
idling survey, based on 220 responses received to date, 40 returned by TM
members. He will provide a more formal presentation in the future after further
data analysis.
Mr. Fullerton also stated that Lexington applied for a $3,000 state grant and
received $1,250. He also reported that the cost estimate for anti-idling signs
was approximately $6,000; this was just for the signs, i.e., did not include any
installation labor, or costs for printing/distributing leaflets.
Mr. Wilson reported that a member of the Lexington business community offered to
contribute $3,000 to kickoff the educational campaign. Mrs. Mason and Mr.
Fullerton spoke favorably about accepting such an offer. Mr. Galaitsis wondered
whether such acceptance might generate conflict of interest problems in the
future. Mrs Krieger supported acceptance of the offer stating that the committee
should be happy to accept gifts from everyone. Mrs. Crocker added that such
gesture by a community member should be appreciated. On a motion by Mrs.
Krieger, the committee voted to accept financial support for its anti-idling
campaign from any citizen or organization with Ms. Klimoff abstaining from the
vote.
The committee next discussed and agreed upon a list of organizations to be
contacted by committee members for the purpose of securing endorsements or
partial sponsorships the educational campaign. By consensus the committee
decided that only non-profit organizations would be listed in the campaign
brochures. Committee members volunteered to contact non-profit organizations as
follows: Mrs. Crocker (Mass Audubon society, American Heart Assoc, Safe Routes
to School, PTA Presidents Council, Mass Medical Society); Mr. Fullerton (Stand
for Children & American Lung Association); Mrs. Krieger (Town Seal permission
from Selectmen).
Following some discussion of the elements of the educational program, it was
suggested that the implementation of the educational program go into high gear
after the fabrication/installation of the anti-idling signs. Mr. Fullerton was
tasked with determining the total cost and timeframe for installing the signs.
The committee agreed that the anti-idling signs would have the same format as
the Wellesley anti-idling signs.
The committee specified the dates and times for its future monthly meetings
through March 2006. The meetings will be posted after the venue is reserved
through the Town Hall staff.
Meeting was adjourned at 9:05 am.
