Klimoff Jeanne Krieger Sheryl Mason Jim Wilson Derek Fullerton Judy Crocker Public attendance included local citizens David Eagle, John Hanisch, and Mr Maloney Mr Galartsis called the meeting to order at 7 30am in the Legion room at Cary Hall, Lexington. The first order of business was the review of the 11/10/04 and 12/15/04 meeting minutes Because the minutes were emailed late on 2/9/05, most committee members had not yet reviewed them. It was therefore decided that their approval would be deferred until the next appointed meeting date The Educational Campaign sub-group then explained informally the steps they would like to take in order to develop a town-wide educational package They were unable to meet independently as a sub-group due to scheduling conflicts and inclement weather Ms Klimoff is trying to schedule a presentation to the entire committee by Rick Gregg, organizer of the town of Lenox's anti-idling campaign. Ms Crocker stated that Lexington could easily follow the guidelines and literature model employed by Lenox, with minor tweaking with attention to issues more relevant to the town of Lexington. For example, the pamphlet/flyer that the committee would like to include in local tax bills, was developed by Lenox is a wonderful template Mr Fullerton reported that the Board of Health (BOH) is drafting a pre-assessment questionnaire in which to survey Lexington residents about their awareness of the anti- idling law A post-educational campaign will also be conducted in order to ascertain if public awareness has changed over time The BOH will also distribute pamphlets in the public schools Both actions will take place in the spring. Mr Fullerton will show the committee the survey before it is conducted. The 'Tools for Schools' program is proposed to be implemented in the Lexington Public school system next year, according to Ms Klimoff. She also reported that the APPROVED 1 APPROVED Environmental and Human Health, Inc (EHHI) Report recently published lists 12 steps to reduce carcinogenic exposures, including diesel exhaust Mr Fullerton continued with his report on the cost for 'NO Idling' signage, which would be posted on public (74) and private (79) sites about town. The sites themselves were a preliminary number based on common traffic and possible infraction locations Small signs (18" X 24") cost $36 and large signs (24" X 36") cost $60 Therefore a total cost estimate is $5500 This cost involves the sign purchase only Installation costs are not included. It was suggested that the DPW may be able to perform an in-kind service for installing public signage Private site signs may be able to be installed on the side of existing buildings or pre-existing posts Ms Mason stated that the educational speaker for the town bus drivers, Julie Ross, emphasizes education, education, education over police ticketing. Therefore, the more awareness of this issue that occurs due to education i.e signage, the better the citizen's response will be Citizen Mr Eagle informed the meeting members that he had attended the February state DEP meeting in Boston. School bus idling was a topic discussed by Bill Surrul of the DEP Terry Levinson of the National Idling Reduction Network News is another source of pertinent information. His number is #202-488-2472 and website is TLEVINSON@anl.gov Mr Eagle says that this group meets again May 11 at 1 Winter St, second floor conference room A, DEP building, Boston. Mr Galartsis concluded the meeting by outlining the next meeting's agenda items He will supply the schedule draft before our next meeting and will review the major report format required by the town.
