HomeMy WebLinkAbout2005-11-08-SCAP-min Senior Center Action Plan Committee Meeting November 8, 2005 5:30 pm Present: Shirley Stolz, Mary Lou Touart, Duke Bitsko, Lauren MacNeil, Paul Lapointe, Marian Cohen, Laura Kole, Richard Pagett, Karen Simmons, Sandra Shaw Absent: Tom Griffiths, Charles Hornig, John Rossi, Maria Constantinides, Marilyn Campbell We began by asking our guests from the Recreation Department what kind of impact on their programs each prospective site might have. The sites that have Recreation uses are: ?? Waldorf School ?? Harrington (old) School ?? Munroe School ?? Muzzey playing field Recreation doesn’t want to lose any fields, they are already short of playing space. From their perspective, Munroe has the least impact on their programs (for comparison: Lincoln Fields have 5000 permitted hours for the 3 fields). There are no more fields to acquire if we take any away. Trends: More and more adults are competing for space with kids. There are adult leagues for soccer, baseball and softball. Spring is the biggest challenge for scheduling fields. People just go play on wet fields, they get damaged that way. Munroe has the least impact, followed by Harrington. We should be thinking about the outdoor space seniors would like. There are quite a few who walk at Lincoln Fields because the path material is soft. Other options to pursue What about playing fields at Met. State? How about at 201 Bedford St.? How about at Raytheon? What about the land between the School Administration Building and Fletcher Ave. (“conscience” land) for a ¾ size field? Adams (Waldorf) School ?? ¾ size field that is used for one game for big kids or two for small kids. Permitted 606 hours in 2005. ?? Waldorf has a permit during the day for PE Monday – Friday as part of their lease (which has 17 more years) ?? Town just invested funds to reconstruct two tennis courts and a basketball court, they aren’t even done yet. Harrington School ?? They lost 2 full-size soccer fields and 1 ¾ size field. The only full-size field is not standalone, it is also used for softball, soccer, Little League adult softball, men’s softball, PTA programs ?? 1300 hours permitted, not including school use. Minutes: November 8, 2005 Revision 3 ?? Fiske kids will be there until 2007, and will be used for swing space as other schools are renovated. ?? Expanded parking around old Harrington would not impact Rec. Dept., but Duke Bitsko says there is a stream/wetland behind old Harrington that would affect parking. Munroe ?? Least Rec. impact ?? Permitted in spring for 280 hours for Tball, Little League. Could go elsewhere. Playground is maintained by Rec. Dept. Muzzey Field ?? ¾ soccer field, just for soccer, used more for practice than games now that Lincoln fields are available. ?? Lexington United Soccer Club (LUSC) & Rec. Dept have fall programs that use it ?? 785 hours permitted: 535 in Spring, 244 in Fall, 6 in Summer ?? LUSC pays for upkeep and improvements to fields at Adams and Muzzey. They paid to put in irrigation system and they pay for the water. We then moved on to look at each site according to the eight criteria established by prior committees, beginning with the sites Duke visited. Worthen Rd…”B” List ?? Looking at Peter Kelley’s plan, building looks like it has a 6,000 sq. ft. footprint, so with two stories it is just under half the size identified as necessary (30,000 sq. ft) ?? It borders a vegetative wetland ?? 50’ building setback (minimum) ?? 100’ buffer is under control of Conservation Dept. ?? Not enough parking (space for 77 cars ,ax) Lowell Street…”B” List ?? Estimated pocket of wetlands behind site (needs formal delineation) ?? Not enough room for parking spaces ?? No place for overflow parking, dropoff ?? Far from center of town ?? Large construction costs: fill required Clarke Street Medical Building ?? Much smaller site, less than an acre. ?? Building is only 10,000 sq. ft. with 40 parking spaces ?? 14 different condo owners, there is therefore an acquisition price ?? NOT ENOUGH PARKING Next week the Council on Aging (COA) report will be available. This report will include their requirements. This will be in our packets. Meeting adjourned at 7:30 pm.
