Issues discussed
Energy Management/Capital Expenditures Budget for TM
It was reported that LPS capital proposal is $2m, but not for energy management. Bill Hartigan (an
absentia) reports that he is developing an itemized proposal for energy conserving capital spending. The
Committee will request that Bill Hartigan develop an itemized list of energy saving capital investments
that total $2-5m. Cost, savings and estimated paybacks should be included. The ECC would then work
with LPS and various Town Committees, and throw our support behind these investments.
DPW Energy Usage/design

No energy performance standards in the design criterion assigned to HKT, the architects.

PBC charge that the proposal be LEED certified, but that has no energy usage limits.

Proposed building is being reviewed by new mechanical engineers engaged by HKT. Design
revisions have been proposed.

Proposed building design and usage has been reviewed by ECC. The Committee’s review
identified weaknesses in the design. ECC has detailed its concerns to the PBC.

Proposed building design and program requirements were scrutinized by a subgroup of the
PBC/Finance/ECC group.
Street Lighting Replacement
Keith opined that the exterior lighting at new Fiske seems excessive, appears to be unshielded and that the
street and pathway lights may be incandescent.
Bill Hadley reports on DPW’s purchase and 28 Watt Panasonic. DPW bought 80 of them. Has so far put
in 51. Just ordered 60 of the 28 watt bulbs. Bill seeks feedback on whether the 23 watt bulbs are
sufficient. 28 watt fluorescents seem comparable to have brightness to the incandescent. Avoid 23 watts
at street corners. Consensus is that 28 watt ones are appropriate. The new bulbs last 15,000 not 10,000
hours. The new bulbs have much longer life. 95 have been installed so far mostly on Thursday nights.
20/20 Task Force/CCP/ICLEI
Report on proposal that Lexington join CCP. Now that LPS has committed to energy reporting the ECC
should be able to feed usage data to support the ICLEI reporting process.
Anti-idling regulation in Town is a contribution to the effort. Newton, Belmont, Medford, Arlington etc.
members. Group offers its help to communicate and build support for ECC mission. Discussion ensued
on “ownership” of the ICLEI effort and labor (municipal, volunteer) required.
GWAC
If 150 Lexington households make contribute a minimum of either $5 or greater per month or a one time
donation of $100 or greater to the NE Wind Fund, then MTC will provide a 2kw photovoltaic system to
LHS. This project has strong support from within the school community for its educational aspects for
future curriculum development.
Significant focus on residential energy use and global warming impact.

Discussion yielded much illumination, little friction, thus no heat.
