Date, Time and Location : Wednesday July 12, 2006 6:15 Town Hall Room G-15 Members Present: Bill Hartigan Alessandro Alessandrini Steve Kropper Christopher Haines Paul Chernick Bill Hadley (in absentia) Kabat-Zinn (in absentia) Hank Manz (communing with Poisen Ivy in Calamine lotion) Visitors attending : Kelli Phelan, ICF International Record of Votes. Meeting opened Meeting adjourned Information Distributed Presentation by guest from ICF as well as energy consumption data compiled by same. High school energy use report generated. See Web links below. Kelli Phelan, ICF International ICF has run benchmark program for NSTAR for four years Focus on High School because problems more diverse, and energy bill larger than all but Clarke. Tech specialist can come from ICF to assist with conservation recommendations. Benchmark program compares target building to other buildings in US, normalizes energy use. Higher design standards (AC in schools) are raising base energy usage in new schools. Ms. Phelan demonstrated system and reported on high school usage distilled to btu/sf . Results of initial report indicates that LHS rates 18 against a comparable building average of 50, and a high performing “Energy Star” target of 75. Usage is 90 KBTU/SF. LHS results at http://www.kropper.com/energy/LexingtonEnergyStarRatingOnHighSchool.pdf LHS energy use data http://www.kropper.com/energy/LexingtonHighSchoolEnergyData.xls ICF briefings at http://www.kropper.com/energy/ICF-BenchmarkingOptions07-12-06.ppt and http://www.kropper.com/energy/ICF-EnergyStarBenchmarkingTrainingPresentation12-04-04.ppt EnergyStar report on LHS is here. https://www.energystar.gov/istar/pmpam/ Username and password follow: user name: lexingtonecc password: lexingtonecc Additional information on benchmarking and reporting vendors is here: http://www.energystar.gov/index.cfm?c=spp_res.pt_spps_automated_benchmarking http://www.avistaadvantage.com/content/new.php Hartigan: The NSTAR Retro-commissioning is underway – fixing systems deficient at acceptance. Collecting building schedule data. And working to have controls driven by this schedule. $300k likely budget for Clarke retrofit and gas line. $1m energy bill for Clarke now. 10-15% savings possible system-wide just from being aware of controls and basic schedule. 100% outside air in LHS auditorium 24/7. Working on controls to tune to usage schedule. Hartigan in interview process for Facilities Systems staff member. Discussed third party vendor to receive bills, check against tariff, pay bills, generate reports. Bill estimates that reporting can be handled internally: one day per month to maintain reporting. Bill Hadley (In absentia) Reported on new DPW building plans We are currently still in the initial schematic design phase. Our architects will be meeting with SAR the MEP consultant within the next couple of weeks. SAR if you remember designed the HVAC systems for Harrington and Fiske. Once they have met and decided on a scope I will then be able to get more information to the committee. Paul Chernick (and Myla Kabat-Zinn in absentia) Chernick says new “good” lighting installed at LHS Reports on streetlight replacement delivered. Proposal available at: www.kropper.com/energy/Chernick-KabatZinnStreetLightingRecommendations.xls Committee reviewed the proposal which calls for phased program: 1. Energy efficient bulb installation when incandescent bulbs burn out 2. replacement of incandescent bulbs with more efficient compact fluorescent bulbs 3. fixture replacement. Program is expected to reduce maintenance load on DPW as longer life bulbs are installed, as well as reduce energy costs. Sponsors will revise proposal in time for next meeting. Planning for Special Town meeting Meeting closed at 8 PM. Next monthly meeting : Wednesday, August 9, 2006, Room G-15 Meetings are scheduled for 6:00 p.m. in Room G-15 in Town Hall, 1625 Mass.
