HomeMy WebLinkAbout2006-01-17-HFA-min Hanscom Field Advisory Commission (HFAC) Minutes January 17, 2006 1 Introduction/Minutes Hank Manz called the meeting to order As there wasn't a quorum the December minutes will be voted on next month. H. Manz is reviewing and editing the contact email list for notification distribution. 2 HFAC Memorandum of Understanding (MOU) and By-Laws H. Manz suggested that a vote take place at the next meeting to approve an updated MOU for HFAC The latest version appears to have been adopted in December 2000 D Steele noted that the MOU does not include the complete language of the legislation that created HFAC, and questioned whether words should be left out. H. Manz suggested that the commission create a public repository for the various documents, such as meeting minutes and commission documents Anne Shapiro noted that public documents should go through a town's town clerk. There were comments regarding HFAC's standing sub-committees, there are currently four H. Manz is researching past MOU's and will be sending out the most current MOU and HFAC's enabling legislation to all members for review Eventually an updated and current MOU will be produced for HFAC A group consisting of Dorothy Steele, Hank Manz, John Williams, Margaret Coppe and Anne Shapiro will try to meet on January 24, 2005 to organize the member representation list for the commission. There was discussion regarding representation from area wide organizations, a category for which there is a vacancy Chamber of Commerce representation was suggested. A new League of Women Voters member is needed as well. It was agreed that John Williams and Tom Hirsch would search for one aviation representative to replace a spot previously held by East Coast Aviation. They will also try to determine whether Raytheon will continue its membership If not, it will be necessary to search for a second aviation representative to fill that vacancy 3 Monthly Noise Report: Sara Arnold reviewed the noise report for the month of December Comparing December 2005 to December 2004, she reported that there were increases in all aircraft categories except twin, turbo and helicopter operations from 7 a.m. to 11 p m. Night activity and noise complaints increased. S Arnold noted that 48 complaints were recorded because of a military special mission three nights in a row S Arnold reported on Cedric Daniel's efforts to identify the cause of the recent increased noise monitor readings at Site 31, as discussed in December There is a construction site in Bedford, not far from the monitor, that is generating demolition and construction noise For example, on December 16, 2005 there were high readings, but aircraft activity was exceptionally low because of weather People at the construction site noted that on December 16 they were using cranes to assist in the demolition. 4 Planning Report: The bathroom renovations at the Civil Air Terminal started on January 4, 2005 Data collection for the 2005 ESPR is underway The project to upgrade the noise monitoring system is progressing, and this Thursday, Massport staff and Rannoch staff are meeting with the HATS' ad hoc noise group to discuss the project In response to questions, Sara Arnold and/or Dorothy Steele explained • Helicopter operations are estimates based on formulas The new noise monitoring system may help Massport get additional information on helicopter and other aircraft activity • The 2005 annual activity decreased, as compared to 2004, and jets decreased two percent There are fluctuations month to month. • There have been no discussions with commercial carrier operators or cargo operators during the past month. • Hanscom Field experienced at least ten thousand enplanements in 2005, reaching the threshold for receiving FAA airport improvement program funds • Massport's contractor for its invoicing program is exploring opportunities to improve the resolution for the cameras on the field. • Both the Crosspoint lease for development of the Hangar 24 site and the Stream Enterprises lease for Hangar 10 are being finalized • There are no RFP's out for Pinehill or the North Parcel space to-date • There has been runway de-icing activity at Hanscom this winter, most recently this past weekend. 5 Other It was noted that Very Light Jet (VII) aircraft are expected to be certified this year Because they are different from current business jets and represent a new segment of the aviation industry, it was recommended that HFAC plan some time to discuss this at a future meeting. The next meeting is scheduled for February 21, 2006 at 7 30 p m. in the Lexington town office building. Since this is school vacation week, H. Manz will explore the possibility of postponing the meeting for a week.
