HomeMy WebLinkAbout2004-10-14-TREE-min Minutes October 14, 2004 Lexington Town Tree Committee Lexington, MA Present: John Frey, Chairman, Jim Jones, Karen Longeteig, Susan Solomon, Anne Senning, Scribe, David Pinnsoneault, Superintendent Public Grounds. Absent: Nell Walker, Jim Wood, Jeanne Krieger, Selectmen Liaison Minutes of 9/9/04 meeting accepted. Minutes of 9/16/04 meeting will be emailed or sent to all committee members. They had been sent to John but his e-mail was down. Report by John Frey from Board of Selectmen Committee Chair Meeting 10/13/04. Open Meeting Laws: Meeting announcements should be posted in advance. Emails should be used for information only. Working sessions should be less than a quorum (4). Records should be brief, but include all actions. Use of town counsel is discouraged; committees should work through their committee liaisons. Warrant articles are due by December 31, 2004, but should be submitted as early as possible. Report from David Pinnsoneault, Superintendent of Public Grounds Since October 1, 2001 there have been 216 calls. 141 were resolved, i.e. either no trees were effected or they met the requirements of the by law. 316 trees were approved for removal. 724 trees required to be replanted. In the Forestry Division, since January 1, 2004, 98 trees were removed, 100 trees were pruned, 17 trees were planted, 3 trees were treated. Email from Greg Shenstone was discussed. Suggestion was made that funding for the initial phase of the Tree Inventory come from the Town DPW and MIS budgets as it primarily comes under those areas. Reviewed levels of ESRI software, transfer of files from CAD to GIS, and the continuing CFP / Lexington Partnership. Report by Karen Longeteig on Tree Identification Training Sessions 9/29/04, 10/5/04. Two sessions were held in which participants identified specimens of branches with leaves with the help of several books and human resources. Training session for measuring took place 10/11/04 with Jesse from CFP. Second scheduled 10/14/04 with Sherri from CFP. Issues: Tree inventory project, license cost and CFP grant, Lexington AutoCAD layers, projected completion 3/2005, conversion to GIS, level of ESRI software needed for Lexington, cost, timing of installation, integration with existing software. Discussion of supplies for four Inventory kits instead of two since a paper survey will be done for the pilot project this fall. Memorial Tree Brochure. Report by Karen Longeteig that brochure is on hold until Jeanne Krieger’s report about funding mechanism for the Selectmen’s Tree Gift. Committee voted to send two Tree Manuals to Newburyport Tree Committee. Next meeting November 18, 2004 (postponed from our expected date of November 11 because of the holiday on that day.)
