HISTORIC DISTRICTS COMMISSION - LEXINGTON
January 8, 2004
FORMAL HEARINGS:
1. 1690 Massachusetts Avenue - Approved #2004C-1
Petitioner – Cohoes – Jonathan Smith
Re: Exterior Changes - Accessibility
The petitioner reported that upon further investigation (since the informal hearing) it was
determined the existing entry doors and hardware meet the requirements for ADA, so the
existing entrance assembly will remain.
There is currently a brick paved area within the entrance door recess which is at a slight
slope to match up with the existing public sidewalk. This results in a 3” elevation
difference from sidewalk to the finish floor. Cohoes is currently working with the
Lexington building inspector to determine if the existing slope is acceptable for
accessibility or if this area needs to be lowered to create a level transition to the door. If it
is required, the entrance door assembly will be lowered, a 3” wood top frame will be
added under the existing fanlight/transom, and the wood base at the recess sidewalls will
be in-filled and painted. This was presented as Option 2A on the submittal package. The
petitioner received approval for option 2A and the commission will issue the certificate if
the change is required.
Cohoes will be stripping and painting the exterior wood trim at doors, windows, etc. The
color will be white, not requiring approval.
2. 32-42 Worthen Road - Approved #2004C-2
Petitioner – Battle Green Apartments – Thomas Fenn
Re: Exterior Changes – Window Replacement
The petitioner received approval for a simulated divided light, double hung wood
window (wood at exterior and interior) to be used as a replacement unit through-out the
Battle Green Apartment complex. The petitioner presented a Pella unit, but indicated the
project will be going out to bid to included Eagle and Norco windows. The commission
indicated any of these manufacturers would be acceptable if they abide by the same
specifications presented at the hearing. The owner will need to contact the commission
after a manufacturer is selected so it can be indicated on the certificate.
Don’t forget sentence about clear glass, etc.
The commission also approved an extension for work previously approved under
certificate No. 2003C-4.
3. 1387 Massachusetts Avenue - Approved #2004C-3
Petitioner – Douglas McDonald
Re: Exterior Changes – Paving
The petitioner received approval for the installation of Millstone Tumbled Pavers, by
Ideal Concrete Block Company, for an approximately 30’-0” x 33’-0” area in front of the
existing garage. The board asked that the existing concrete apron at the garage be
removed and replaced with the approved pavers as well. The remaining gravel driveway
will remain unchanged.
The petitioner also received approval to construct an approximately 29’-0” x 15’-0”
bluestone patio with a bluestone wall at one corner extending approximately 6 to 8 feet
along one edge and 13 to 15 feet at the adjacent edge.
4. 1690 Massachusetts Avenue - Approved #2004C-4
Petitioner – Cohoes – Hazel Hopkins
Re: Signage
The petitioner presented an approximately 13’-9”L x 3’-0” H tenant sign with the word
“COHOES” made of 2” wide “Sintra” letters laminated with gold color, with edges of the
letters painted black, and mounted directly to the buildings brick façade with stainless
steel anchors. The sign was met with overwhelming disapproval.
After much discussion the Commission approved the signage as follows:
??
3’-0” H x 13’-9” L with 2” letters
??
sign-foam construction
??
gold leaf (23k) on the entire exposed surface
??
letters to have eased edges
??
stainless steel anchors, placed at mortar joints only
??
standing letters set-off façade approximately ½”
??
Existing building lighting will remain above the sign
INFORMAL HEARINGS:
1. 7 Slocum Road
Petitioner – William Delaney
Re: Demolition
Mr. Delaney is in the early stages of investigating options for the development of the
property located at 7 Slocum Road. The options presented include adding a second floor
of living space or demolition and full replacement of the existing structure. The
commission indicated its strong position in preserving structures deemed significant from
all periods of the towns’ history. The commission felt the brick ranch home located at 7
Slocum is a very good example of the types of homes being built in the 1940’s and 50’s,
in addition to being in scale with the neighborhood and its site. Therefore the commission
indicated there would not be support for demolition.
The commission suggested other options, such as adding on while maintaining the
character of the existing structure, but the petitioner indicated the financials would be
difficult to work for a smaller scale project.
The commission commended Mr. McDonald for taking the time to review his options
early in the process.
2. 6 Parker Street
Petitioner – Peter Kelley
Re: Exterior Changes – skylights/rear addition/windows
Mr. Kelley presented architectural sketches indicating changes to the east, west and north
elevations. The changes to the rear of the home include enclosing an existing porch,
adding a deck over the existing porch with new French doors from the master bedroom,
and relocating various windows at both the first and second floors in the same general
area as the porch enclosure. Mr. Kelley indicated all materials and details would match
the existing house.
The presentation also included the addition of skylights towards the front of the house on
both the east and west roof sides. The west side faces the “Avenue” and the commission
indicated there would not be support for skylights located on that side of the structure. In
regards to the east side, the main issues to be resolved before a formal hearing will be the
size of the units and their placement. Currently the proposal is for two 30”x55”h units
placed randomly on the roof. The recommendation was to indicate smaller sized units
placed in relation to the existing windows of the structure.
