HomeMy WebLinkAbout2004-04-08-BOH-min Lexington Board of Health March 11, 2004 Meeting Minutes Police Guard Room, 1575 Massachusetts Avenue, Lexington, Massachusetts Attendees: Board of Health: James Fearnside; Wendy Heiger-Bernays; Jean Kelley; Sharon MacKenzie, Burt Perlmutter Health Department: Derek Fullerton Public: Ingrid Klimoff, Jim Sheehy, Rachael Berkowitz, Luann Ferry-Smith The meeting began at 7:05 p.m. Ingrid Klimoff requested permission from the Chair to distribute to the Board information sheets and a draft article for the Lexington Minuteman concerning local enforcement of the Massachusetts Anti-Idling Law. Luann Ferry-Smith and Rachael Berkowitz of Ferry Electrologists began an informal discussion concerning the current Body Art Regulations. Berkowitz asked the Board that if she took the required educational courses as specified in the regulation, would she be able to receive the permit for body art (permanent cosmetics). Fearnside informed Berkowitz that if she met all the requirements specified in the regulation, she would be granted the permit. Fullerton presented the proposed grease trap regulation explaining various criteria to determine if a facility requires a grease trap. A discussion followed. Fearnside suggested that Fullerton reviews the Lafayette, VA grease trap regulations and prepare another draft for review. Fearnside began a discussion concerning inspections. He feels there will be a crisis situation for pool and camp inspections. Fullerton assured Fearnside the camps and pools would be properly inspected. Fullerton also informed the Board that Kathy Fox is up-to- date on all inspections beginning with January 2004. According to Fearnside, Martha Wood will start dumpster inspections the end of April. Fearnside expressed his concern regarding follow-up on reported communicable diseases. Fullerton informed the Board of MacKenzie’s selection of All Care VNA to do the communicable disease follow-up. Fearnside began a discussion on emergency planning. Fullerton briefed the Board about the latest Region 4a meeting and the funds being made to the Town of Lexington. Lexington will be receiving $7,400.00 for year one which ends 6/1/04 and the money must be spent by 6/30/04 or the money goes back to CDC. On July 1, 2004, Lexington will receive another $7,400. Fearnside suggested Fullerton take a course in epidemiology. Fearnside also suggested to Fullerton that he speak with Johnathan Bersten to see if there are any courses for emergency planning. Fearnside recommended inviting the Fire and Police Chiefs to an upcoming meeting. Fullerton advised the Board of the successful childcare workshop held on April 1 sponsored by Brunetta. Brunetta ran the program with a State grant. Fullerton informed the Board of Brunetta’s desire to host a food establishment training course in the near future with additional grants. The Board was in favor of the course. Fearnside informed the Board of his interest in Patriot Partners and, therefore, will not serve on the Biosafety Committee for any Patriot Partners Biosafety applications. Fearnside feels it would be a conflict of interest. Perlmutter volunteered to sit on the Biosafety Committee meetings for all Patriot Partners Rdna permits. MacKenzie moved to approve the minutes of the March 11, 2004 meeting. Heiger-Bernays seconded. All approved. A discussion began concerning the excessive engine idling by C & W Transportation. Both Ingrid Klimoff and Jim Sheehy expressed their concerns about this situation. Fearnside requested a hearing for May 13, 2004, concerning excessive engine idling by C & W Transportation located at 240 Bedford Street and Arlex Oil Corporation located at 275 Massachusetts Avenue. Perlmutter motioned to adjourn the meeting at 9:30 p.m. Fearnside seconded. All approved.
