HomeMy WebLinkAbout2005-08-10-BOH-min Lexington Board of Health August 10, 2005 - Meeting Minutes Room G-15, Lexington Town Office Building, 1625 Massachusetts Avenue, Lexington, MA 02420 Attendees: Board of Health: Wendy Heiger-Bernays, Chair; Sharon MacKenzie, Deborah Thompson Health Department: Derek Fullerton, Winona Moeller, Ann Belliveau Public: Karen Byers Heiger-Bernays called the meeting to order at 7:05 PM. There was no public participation. Heiger-Bernays asked the Board to review the minutes of July 13, 2005. MacKenzie moved to accept the minutes of the July 13, 2005 as amended. Thompson seconded. All approved. Heiger-Bernays asked the Board to review the datasheets. Fullerton informed the Board of 3 (unannounced ) camp inspections. At one inspection, Fullerton did a roster call and asked the child to step forth and he checked the medical records. At another camp inspection, Fullerton conducted a lost camper response drill. The Board reviewed the Disease Report. They recommended that Winona, Public Health Nurse, inform the school nurses of the pertussis cases for July and August. Information can be relayed to Jane Franks if the nurses are not working during the summer months. Winona Moeller gave a flu clinic update to the Board. Karen Byers, a biosafety inspector, presented a chart to the Board regarding her recent rDNA inspections. She recommended that Cubist submit a new plot plan and we should also check on their permit. Synta would not let her do an inspection at the facility. The Board asked Karen to add on the dates of inspection to the chart. Fullerton advised the Board of a request for a variance at 8 Holmes Road to repair their septic distribution box (d-box) which is leaking. Heiger-Bernays said they will need to pump the system, repair the d-box, and have a Title V inspection within 45 days. Fullerton informed the board that the bacteria count results from the laboratory testing of the Old Res decreased from last weeks results following a storm event. Fullerton began a discussion concerning the emergency plan update for Region 4A. Through a grant, the Public Health Nurse from Winchester is helping both Lexington and Winchester with data entry. Fullerton had asked Karen Mullins for a paid intern to help with the data update. MacKenzie asked if all the in-house departments such as Engineering could also help. Concerning the Jefferson Union update, Fullerton spoke with their attorney. The Planning Dept. approved the subdivision process. A letter should be sent to the owners asking why metals were not included in the testing. Fullerton informed the Board that no one has been seen living at the unit at 1947 Massachusetts Avenue. Town council requested sending a letter to the property owner asking if anyone is currently living in this unit and informing the owner that no one should live there until samples have been taken. Fullerton updated the Board of the 389 apartments to be built at the Metropolitan State site (Avalon Apartments at Lexington Square). Fullerton recommended that the developer appear before the Board to discuss items such as grease trap interceptors and idling issues since they will have a contract with the MBTA and Lexpress. Regarding 81 Westview Street, Fullerton advised the Board of the owners death. Fullerton and Mascoop met with Kevin Batt at Palmer & Dodge concerning the property. The Town of Lexington is getting ready to secure the property with a fence and a notice will be placed in the LEXINGTON MINUTEMAN. DEP has been contacted and a site visit will take place to view the property. Concerning 425 Woburn Street – Apt. 18, as of this date, the apartment has not been cleaned. The Board asked Fullerton to find out from the landlord when it will be done. The Board asked Fullerton to send a copy of the April 10, 2005 letter from Peter K. LaGoy to the tenant. MacKenzie moved to adjourn. Thompson seconded. All approved.
