Lexington Board of Health June 8, 2005 - Meeting Minutes

Heiger-Bernays called the meeting to order at 7:05 PM. There was no public participation.
Heiger-Bernays asked the Board to review the minutes of May 11, 2005. Perlmutter moved to
accept the minutes of the May 11, 2005 as amended. MacKenzie seconded. All approved.
Heiger-Bernays asked the Board to review the datasheets.
Heiger-Bernays asked the Public Health Nurse, Winona Moeller how many hours does it take to
deal with the State of Massachusetts requirements. Moeller informed the Board that her needs
status quo would be 20 hours per week.
Fullerton began a discussion concerning the hazardous incident response at 1722-1735
Massachusetts Avenue on Thursday, June 2, 2005 at 2:30 p.m. A strong solvent odor was
evident in CVS and Pete’s Coffee at ground level. Source identified coming from store under
construction (Jasmine Sola) and it turned out to be a concrete sealer called Rez-Seal which
requires a drying time of 1 hour with proper ventilation. At 4:00 p.m., CVS and Mario's
reopened after levels of carbon monoxide and explosive levels were zero. Pete’s Coffee was not
allowed to reopen until the CO and explosive levels were at zero. The Health Department played
an important role with the emergency response to the incident assisting the Fire Department in
gathering material safety data sheets for the chemical sealer applied, gathering contact
information of the building owner and contractor, communication with the Health and Safety
specialist of the chemical provider, interaction with the stores and restaurants that were involved
with the incident, and communication with the Board of Health for additional assistance.
Heiger-Bernays began a discussion concerning high risk foods/establishments. She asked about
different criteria for inspections, ways to address inspections and re-inspections and what is
going to be the protocol for these establishments. Heiger-Bernays asked Fullerton to have Kathy
Fox prepare a printout of high risk inspections.
Fullerton presented an update on emergency planning. Fullerton and Perlmutter attended recent
Table Top exercises.
Fullerton advised the Board that the Biosafety Inspector should be finished with inspections this
month. Fullerton recommended finding another inspector, as it has been over a year and no
inspection reports have been submitted and because of the lack of communication from the
inspector.
Heiger-Bernays began a discussion regarding training for non-permitted facilities such as places
of worship. Over the next three years, these kitchens should be in compliance and serve safe
trained. Fullerton informed the Board that known places of worship are now being permitted.
Fullerton also explained that Burlington and Lexington will work together to train food
establishments about Hep A as Burlington has a food safety presentation created in different
languages.
Fullerton began a discussion about “Septic System “101” Seminar to be held on June 15, 2005.
He also advised the Board that 300 letters were sent out to septic/cesspool home owners and
approximately 200 are in compliance with 100 outstanding.
Perlmutter motioned to adjourn the meeting. MacKenzie seconded. All Approved.
