RECREATION COMMITTEE MEETING
May 21, 2008

1. Citizens and Other Boards
There were no Citizens or other boards in attendance.
2. Meeting Minutes
The minutes of the April 14, 2008 meeting were approved 4 – 0.
3. Results of Pool Audit Presentation
Tom Scarlata, Bargmann Hendrie + Archetype, Inc. (BHA) provided the Recreation
Committee with an overview of the recently completed Town Pool Audit. His presentation
included a review of the current conditions at the facility, priority repairs and replacement
recommendations with a proposed time line, and an estimated budget for each of the
recommended retrofits, repairs and replacements.
Sandra Shaw noted that fortunately there do not appear to be any major crises regarding the
Pool Complex. Rick DeAngelis seconded this thought and commented that this is due to the
facility being well maintained.
The Recreation Committee discussed the Year One Priority recommendations, which include
replacing the in-line fan in the shower areas, repairing the louvers in the locker rooms, and
updating signage to comply with ADA requirements. Karen Simmons told the Recreation
Committee that she and Dave Pinsonneault were reviewing budgets to find the money to
replace the in-line fans this season. She asked Mr. Scarlata if the existing electrical system
were sufficient for new fans. Mr. Scarlata responded that the current system would support
installing and operating new fans, but that when new filters were installed the electrical
system would require an upgrade.

Dick Thuma asked when the filters would need to be replaced. Mr. Scarlata indicated that
BHA recommends replacement of the current filter system for the three large pools in five
years. Dick Thuma suggested that the Recreation Committee and Recreation Department
begin to consider how these repairs, in particular the replacement of the filters, will fit in to
the long term capital planning. He also suggested that the Recreation Committee should
caucus with the Finance Department and Town Financial Committee to discuss how to fund
or borrow money to complete a future filtration system project. Sandra Shaw explained that
while the Golf Course would be eligible for CPA monies, the Town Pool would not be since
the work would be considered maintenance.
Rick DeAngelis noted that the Pool Audit presents an opportunity to identify and place a
dollar figure into the Capital Plan. Dave Pinsonneault and Karen Simmons review all
priorities for the Five Year Capital Plan annually. They will review the recommended
priorities for the Town Pool and put them in the Five Year Plan. Karen Simmons will
present a recommended five-year Capital Plan to the Recreation Committee for their review,
acceptance and inclusion in the FY2010 budget.
4. Open Meeting Law
Dick Thuma presented the Recreation Committee with a copy of the Open Meeting Law.
5. Recreation Report
Karen Simmons reported that:

Discovery Day is on Saturday, May 24. She asked if any Recreation Committee
members might be interested in helping out at the Recreation table. Wendy Rudner
said she would help, as did Dick Thuma.

The transition of the Fall In-Town Soccer Program to LUSC was completed on May
8, 2008.
??
A copy of the Tutela Report for Pine Meadows is available. Currently an interceptor
drain is being installed on the fourth fairway to address drainage and water issues
created by the new private development.
??
Rounds at Pine Meadows are up thus far in 2008. There are a number of players who
have purchased the “Loyalty Discount Card”. Golfers are also taking advantage of
the Monday through Thursday replay option at $10 for an additional 9 holes.

The Recreation Department has received the results of lead testing at the Lincoln
no lead
Fields. The report states that there is detected on any of the three in-filled
synthetic fields at the site.

Summer program registration is beginning to pick up after a slow start. Programs
begin the last week in June and continue through mid-August. The Pool and Old
Reservoir open May 31. Swimming lessons begin June 23.
??
The Open Space and Recreation Plan is proceeding along. A draft should be ready by
the end of June. Karen Simmons thanked Dick Thuma for completing the ADA
inventory of Recreation land. The next public meeting is on June 19, 2008 at 7:00pm
in Cary Hall.

The reconstruction of the Valley Tennis Courts will begin this summer and the
reconstruction of the Center Basketball Courts will begin after Labor Day.

6. Parks Report
Dave Pinsonneault reported the following:

The finalized bid recommendation for the Bowman Fields is due the week of May 26.
He hopes that the work will begin in July. If money remains at the end of the field
project it will be used to install roofs on the dugouts.

The Pine Meadows Golf Course United States Golf Association (USGA) walk
through is scheduled for June 3.
??
The Health Department Inspection of the Town Pool is May 29, 2008 at 10:00 a.m.
??
Karen Simmons and Dave Pinsonneault are working to provide Dog Waste Stations at
the Old Reservoir and Sutherland Park.
??
The specifications for renovations at the Center Playground Restrooms and Bridge
School Fields should be completed within a few weeks.
??
Specifications for CPA funded work at the Old Reservoir are set. The work will
begin in August or September. The dredging of the retention pond will tie in with the
Louis Berger Study. The existing gate structure work and move is going forward.
??
The contract for the Valley Tennis Courts and Center Basketball Courts is awaiting
the Town Manager’s signature. Construction will begin on the basketball courts in
late August. The tennis court project should begin in June.
7. New Business

The Recreation Committee discussed the status of the Don Chisholm Memorial.
Sandra Shaw reported that she and Dave Pinsonneault have selected the stone. The
Recreation Committee has agreed upon the plaque design and tribute and location of
the memorial. The Board of Selectmen requires final approval. Rick DeAngelis
asked Hank Manz if a letter formally requesting the approval of the Board of
Selectmen were appropriate. Mr. Manz responded that a letter would be acceptable.

Sandra Shaw reiterated her concern about the “illegal” parking at Lincoln Park, and
asked if signs could be installed along Lincoln Street to remind users not to pull in
over the sidewalk and on the grass. Dave Pinsonneault will investigate this.
The next meeting of the Recreation Committee will be held at 7:00 p.m. on Wednesday,
June 18, 2008 in Room G15.
