1. Citizens and Other Boards
There were no citizens or other boards present.
2. Recreation Committee Meeting Minutes

Dick Thuma moved and Bob Boudreau seconded approval of the October 17 Recreation
Committee minutes. The Recreation Committee approved the motion 5 – 0.
3.Youth Sports Council Update
Peter Coleman, Supervisor of Recreation, provided the Recreation Committee with
background information about the proposed Youth Sports Council, including the

questions and issues raised at the September 19 Summit. He then offered the Recreation
Committee a proposal (attached) for the “charge” and framework of the Youth Sports
Council.
The Recreation Committee with input from Lexington High School Athletic Director,
Tony Porter, and Lexington Youth Lacrosse President, Paul Mazur, discussed and
debated the proposed membership, terms of office, and number of yearly council
meetings, as well as an appropriate schedule of reports to the Recreation Committee.
Karen Simmons told the Recreation Committee that she, Peter and Dave Pinsonneault
would meet to review and revise the proposed Council charge, based upon the

suggestions of the Recreation Committee. She would then review the proposal with the
Town Clerk and report back to the Recreation Committee.
4. Capital Projects
Karen Simmons reviewed the FY2009 Capital Project requests and presenters of the
articles at the 2008 Town Meeting. Dick Thuma will present the Old Reservoir
Management article; Bob Boudreau will present the Park Improvements article; Sandra
Shaw volunteered to present the request for renovation of the Park Drive Bathrooms; and
Dick Thuma will present the $60,000 Supplemental Appropriation Request for Article
29A of 2007 - the Center Basketball Court reconstruction.
Karen Simmons explained that the drainage work needed on the Center Basketball courts,
plus the cost of equipment, surfacing materials and ADA requirements caused the initial
bid to be much higher than anticipated. Dick Thuma, Sandra Shaw and Bob Boudreau all
voiced their opinion that the supplemental monies requested should not be taken from the
Enterprise Fund. Dick Thuma motioned that “Town Meeting be asked to appropriate
$60,000 from the Tax Levy to fund the excess costs of the Center Basketball Court
reconstruction.” Bob Boudreau seconded the motion. The Recreation Committee
approved the motion 5 – 0.
5. Recreation Report

Tim Carruthers, President of Lexington United Soccer Club, would like to attend
the December or January Recreation Committee meeting to discuss the placement
of temporary lights at Lincoln Park in 2008. Karen Simmons reviewed the
commitment the Recreation Committee made to the Board of Selectmen in 2002
not to support any type of lights at the Lincoln fields.

Karen Simmons publicly thanked Lexington United Soccer Club for paying for
the new signs at Lincoln, Clarke, Diamond, Harrington and the Center Complex.
The signs say: “Regular and/or organized use of the field requires a permit per
order Lexington Parks and Recreation”.

Karen Simmons reported that Keith McHugh, Eagle Scout candidate, had recently
completed his Eagle Scout Project, which included designing, building and
installing two communication boards at the Old Reservoir. One board is located
in the Old Reservoir Parking Lot adjacent to the walking path, and the second
communication board is next to the access road behind the Bridge School
immediately before the Picnic Area. Karen Simmons told the Recreation
Committee that she has spoken with two other Eagle Scout candidates who are
interested in completing their projects through Lexington Recreation. One
candidate is interested in building picnic tables for placement in front of the Town
Pool Complex, while the other may design, build and install picnic tables near the
Center Playground structure.

Two bid proposals have been received for the Open Space and Recreation Plan.
Both proposals are being reviewed. Karen Simmons and the Procurement
Officer, Jim McLaughlin, will open the price proposals next week.

The Golf Cart Lease at Pine Meadows expires at the end of the year. Karen
Simmons told the Recreation Committee that the new bid proposal deadline for

the Golf Cart Lease closes on December 6, 2007. The new lease is for 15 electric
golf carts.

Karen Simmons informed the Recreation Committee that the Town approved an
extension of the New England Golf contract for one additional year, through
December 31, 2008.

As part of an ongoing process to improve the Pine Meadows Golf Club,
renovations have been completed on the sand bunkers at the sixth fairway. The
work included the elimination of the bunker behind the green, as well as
reconstruction of the bunkers to the right and left of the green.

Karen Simmons reported to the Recreation Committee that there would be a
report on Fox 25 News within a few weeks on a Lexington United Soccer Club
coach. The Recreation Committee briefly discussed the possible ramifications of
the Fox News story as well as the obligations of the Town regarding the
administration of the CORI laws. Rick DeAngelis motioned that the Town
Manager be asked to obtain Town Counsel’s opinion respective of the obligations
of the Town, the Recreation Department and the Recreation Committee regarding
the Massachusetts CORI regulations. The Recreation Committee approved the
motion 5 – 0. According to Karen Simmons the Recreation Department complies
with Massachusetts General Law regarding Criminal History checks on all
volunteers and employees.
Parks Report

Dave Pinsonneault reported that the Request for Quotation for field and backstop
work at the Bowman School included fencing costs for the Lexington Skate Park.

Dave Pinsonneault will be meeting with Tutela Engineering in December to
discuss the Center Playfield Study.

The draft of the Pine Meadows Hydrology Study should be available in
December.
7. New Business
Sandra Shaw recommended that the Recreation Committee meetings begin at 7:00 p.m.
rather than 7:30 p.m. The Recreation Committee supported this recommendation that all
future meetings begin at 7:00 p.m.
The next meeting of the Recreation Committee is scheduled for Wednesday, December
19, 2007 at 7:00 p.m. in room G15 of the Town Office Building.
The meeting was adjourned at 9:30 p.m.
