There were no citizens or other board members present.
2.Meeting Minutes
The minutes of the December Recreation Committee meeting were approved by a vote of
3 - 0.
Tom Dixon – Eagle Scout Project

Karen Simmons introduced and welcomed Tom Dixon, Eagle Scout candidate. Mr. Dixon
reviewed his proposal to design, plan, build and install a sign at Lincoln Park designating the
field number and location. The Recreation Committee expressed enthusiasm for this project,
and discussed possible locations for the installation of the sign. Tom Dixon, Dave
Pinsonneault and Karen Simmons will meet to determine the final location when the project
nears completion.
4. Lincoln Park Update
Sheila Butts reported that the Town hoped to settle with Quirk Construction within two
weeks. Work on the Overlook has not yet begun. All permits and insurance documents
except one have been submitted. Once the outstanding insurance document has been
submitted work can begin.
5. Fees
The scheduled review of department fees and the proposal for fee increases are both
postponed until the February meeting.

6. Recreation Report
Sheila Butts reported that Town Manager Carl Valente had added $168,000 to the Recreation
Budget to cover the cost of bonding and repaying the bond debt for the Harrington athletic
field reconstruction project. She explained that although Town Meeting had voted to borrow
the $165,000 for the project, the previous Finance Director had determined that the
Recreation Enterprise Fund would be able to cover the cost without borrowing. The current
Town Manager has determined that the money should have been borrowed, and has set the
process in motion. $168,000 covers the initial money plus $3,000 in interest. Recreation
Committee members expressed concern about this and requested additional information,
including the actual wording of the Town Meeting warrant article.
7. Parks Report
Dave Pinsonneault was at a conference and unable to attend the meeting. On his behalf,
Sheila Butts reported that the contract had been signed for the purchase and installation of a
wooden guardrail to be placed along the parking lot and driveway at the new Harrington
School. The reason for this purchase is the safety of the children at the school.
8. New Business
The next meeting of the Recreation Committee will be held on Wednesday, February
15, 2006 at 7:30 p.m. in Room G15.
