RECREATION COMMITTEE MEETING
November 16, 2005

The Recreation Committee meeting began with a moment of silence for long-time committee
member and friend, Don Chisholm, who passed away this morning after a courageous battle
with cancer.

The minutes from the October 19, 2005 meeting were reviewed and

Betsy Weiss and Bob Bicknell gave the Recreation Committee a Power Point presentation on the
Community Preservation Act in Lexington, and briefly answered questions about the March
ballot question. A copy of the presentation is attached.
4. Town Meeting Article Assignments
Karen Simmons asked the members of the Recreation Committee to consider who would like to
present the Capital Articles at Town Meeting. A final determination will be made at a later
meeting, but as of November:
Dick Thuma – Center Playground Structure
Rick DeAngelis – Pine Meadows Equipment
Pam Varrin – Pool Infrastructure Study
Dick Thuma agreed to act as the “back-up” presenter for all Recreation Capital Articles.

5. Lincoln Park
Karen Simmons reported that the Town is very close to settling with the contractor on work
outstanding at Lincoln Park.
The Lincoln Park Sub-committee is proceeding with the planned Overlook project. Recently the
Sub-committee scheduled a pre-construction meeting at the site, but did not invite Karen
Simmons or Dave Pinsonneault. Karen Mullins, Conservation Administrator, who was in
attendance at the meeting, explained to the LPSC that they would have to hold a second pre-
construction meeting and invite both Recreation and DPW officials. This meeting was held on

November 3, 2005. The Overlook project is slated to begin on December 1. Dick Thuma asked
if the Lincoln Park Sub-committee and contractor had obtained the necessary permits for the
project. Karen Simmons told the Recreation Committee that all permits were in place. The only
outstanding paperwork is a Certificate of Insurance, which must be on file prior to the start of
work.
6. Recreation Report
Karen Simmons reported to the Recreation Committee that the Lincoln Park project had received
the Massachusetts Recreation and Park Association’s Facility Design Award. (Award letter is
attached.) The award was presented at the recent MRPA Conference. She, Dave Pinsonneault,
Pat Maguire and Sandra Shaw were present at the conference to receive the award. The
Recreation Department set up a presentation board outside of the Town Clerk’s office, which
provides visitors to the Town Office Building insight into the project and the award.
Sandra Shaw told the Committee about the MRPA sessions and Keynote Speech she attended.
She noted that the focus of the speech was on promoting Recreation Department and programs
and getting involved with “branding”, which entails using promotional items and tag lines in
every aspect of programming and marketing. She suggested that a possible catch phrase for
Lexington Recreation could be “Fun and Fitness For All”.
Six residents requested applications for the Recreation Committee vacancy. Four individuals
have submitted applications. The Town Manager will be interviewing the applicants in
December with hopes of making an appointment before January 1.
Karen Simmons provided the Recreation Committee with a copy of a letter from the Friends of
Rindge Park thanking the Recreation Department, Parks Department and Recreation Committee
for recent work done at Rindge Park. (Letter attached.)
7. Parks Report
Dave Pinsonneault reported that work at the Adams Tennis and Basketball courts was nearing
completion. All work should be finished by December except for the seeding which will occur
in the spring.

Effective November 14 all permitting of natural fields has ceased until Spring 2006.

8.New Business
The next Recreation Committee meeting will be held on Wednesday, December 21, 2005 at
7:30 P.M. in Town Hall Room G15.
