Chisholm Richard Thuma RECREATION COMMITTEE MEETING October 19, 2005 Members Present: Sandra Shaw, Pam Varrin, Rick DeAngelis, Dick Thuma Staff Present: Sheila Butts, Dave Pinsonneault AGENDA 1. Citizens and Other Boards There were no citizens wishing to speak. 2. Meeting Minutes The meeting minutes from the August 16, 2005 and September 15, 2005 Recreation Committee 4-0. meetings were accepted 3. Five Year Capital Plan Sheila Butts provided the Recreation Committee with the updated Five Year Capital Plan. She informed the members that she and Dave Pinsonneault were meeting with the Capital Expenditures th Committee on October 20 at 9:45 a.m. to review the Capital proposals. She invited Recreation Committee members to attend the meeting. Dave Pinsonneault explained that the one new item listed on the Recreation Capital Plan was Field Improvements. Dick Thuma asked what rationale was used to determine which field was listed in which year. Dave Pinsonneault explained that he based the decisions on current conditions and amount of usage. Lincoln Park Update 4. Dave Pinsonneault reported on the most recent field inspections at the infill synthetic turf fields at the site. Rick DeAngelis asked if there had been any recent concerns about the fields. Dave Pinsonneault indicated that the inspections are done on a regular basis. Dick Thuma commented that the recent heavy rains had caused the soccer groups to cancel games. He asked if we had received any complaints about this. Sheila Butts responded that we have not. Mr. Thuma suggested that the Recreation Department include information on the appropriateness of playing on the Lincoln fields, or any town field, when there is standing water. Sheila Butts said that she would review the current permit policy with Cheryl Ozolins and Karen Simmons and if there were nothing specific to field conditions for Lincoln the Department would update and revise the information. Sheila Butts and Dave Pinsonneault also reported to the Recreation Committee that the heavy rains had caused a slight washout in the first detention basin. Recreation Report Sheila Butts reported that Fall/Winter program registrations were ongoing. The Friday Youth Ski Program is full and there are limited spaces available for Thursday afternoon. The Winter Recreation Brochure is being edited, and will be sent to the printer for a mid-November mailing. Sheila Butts also informed the Recreation Committee that Lexington United Soccer had again requested permission to use portable lighting at the Center Track field for three weeks. She explained that the Recreation Department had never received a complaint about this in the past, and that unless the Recreation Committee had reservations, the Department would allow LUSC to use the portable lighting in 2005. 6. Parks Report Dave Pinsonneault reported that all is proceeding normally with the Parks Department and Parks projects. Harrington is fully irrigated. There are issues with the soccer field that the School Department built, which will be discussed with the School Department. DPW will be erecting a guardrail at Harrington along the driveway. Dave Pinsonneault reported to the Committee Members that field lining is now being handled internally. When asked by the Committee why, Mr. Pinsonneault explained that the School Department and the Lexington United Soccer Club were very late in paying their bills to the contractor. Dick Thuma expressed his concern and dismay upon hearing this. He offered the following motion: The Recreation Committee and Recreation Department shall allow Lexington United Soccer Club to install temporary lighting at the Center Track Field only if they have paid their entire outstanding field lining bills. The Recreation Committee approved the motion 4-0. Rick DeAngelis seconded the motion.
