Chisholm Richard Thuma RECREATION COMMITTEE MEETING September 14, 2005 Members Present: Sandra Shaw, Richard Thuma, Rick DeAngelis Staff Present: Karen Simmons, Sheila Butts Others Present: Hank Manz, Board of Selectmen, Craig Weeks, Sidewalk Committee, John Woodhouse, Daniel Woodhouse AGENDA: 1. Citizens and Other Boards 2. Recreation Committee Meeting Minutes The minutes of the June 15, 2005 Recreation Committee Meeting were reviewed and accepted by a vote of 3 – 0. 3. Daniel Woodhouse – Eagle Scout Project presentation Karen Simmons introduced and welcomed Daniel Woodhouse, Eagle Scout candidate. Daniel explained the overall purpose of an Eagle Scout project, and presented the Recreation Committee with his proposal and designs for the construction of a scoreboard for the Fitzgerald Little League Field at the Center playground. (Schematics are attached). Daniel told the Committee members that if his proposal were approved it would be his goal to get the scoreboard completed and installed by Little League Opening Day, 2006. After a brief question and answer period, Rick DeAngelis made the following motion: The Recreation Committee approves Daniel Woodhouse’s Eagle Scout Project to construct a scoreboard at the Fitzgerald Little League Field substantially in accordance with the presentation and consistent with Design #2. The project is subject to review and approval by Karen Simmons and David Pinsonneault of the construction methods, materials and location. Sandra Shaw seconded the motion. 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 The Recreation Committee approved the project 3 – 0. 4. Craig Weeks - Lexington Sidewalk Committee Craig Weeks, Chairman of the Lexington Sidewalk Committee addressed the Recreation Committee. He gave an overview of the history of the Sidewalk Committee, created by the Board of Selectmen, and reviewed the charge of the committee, its goals and objectives and how it may impact Recreation. Mr. Weeks requested that the Recreation Committee provide input to the members of the Sidewalk Committee as their mission continues. 5. Five Year Capital Plan The Recreation Committee was presented with a copy of the FY07 Recreation Department Five Year Capital Plan. Karen Simmons explained that the Recreation Committee is responsible for prioritizing, recommending and presenting the Department’s Capital Projects. The Committee reviewed and discussed the Capital Plan, as it currently exists. Dick Thuma suggested that the Capital items be spread out more. He recommended that improvements to the Valley Tennis Courts be moved to FY09, Old Reservoir Management and Playground Improvements to Adams be moved to FY11, and the Town Pool Renovation be moved from FY11 to FY 10. After discussing the the Recreation Committee voted 3 – 0 to approve the Five Year proposed changes, Capital Plan with the changes. The amended Five Year Capital Plan will be given to the Recreation Committee at the October 2005 meeting. 6. Lincoln Park Update Karen Simmons told the Recreation Committee that she had received a letter from Keith Johnson, Haley and Aldrich, regarding the Restroom facility at Lincoln Park. In the letter Mr. Johnson informed the Recreation Department that the Department of Environmental Protection had jurisdiction over the Restroom Project. The information was forwarded to Bill Erickson who shared it with Selectman Peter Kelly, who is spearheading the construction of the facility with the private citizens group. 7. Recreation Report Karen Simmons reported that Don Chisholm had resigned from the Recreation Committee as of September 12, 2005. She also informed the Committee that Pam Varrin has indicated that she will resign from the Recreation Committee when a new member is named. She asked members of the Committee to think about potential replacements for Don Chisholm and Pam Varrin. She indicated that it was important to have representation from across the community, and that it would be important for at least one new Recreation Committee member to be a Town Meeting Member as well. 8.
