Citizens and Other Boards 2. Recreation Committee Meeting Minutes The minutes of the June 23 and July 21, 2004 Recreation Committee Meetings were reviewed and accepted by a vote of 4 – 0 – 1. 3. East Lexington Association – bench at Bow Street Karen Simmons presented a proposal on behalf of the East Lexington Association for the installation of a teak bench at the Bow Street Play Area. She informed the committee that John Frey had met with Dave Pinsonneault, Parks Department, to discuss the appropriate location. The East Lexington Association will purchase the bench through the Town’s “bench program” and it will be installed by DPW. Dawn McKenna asked if the Association had consulted with the Design Advisory Committee. Karen Simmons said that she believed that this step had been taken, but would check with both John Frey and Dave Pinsonneault. Dick Thuma asked if the proposed location of the bench would negatively impact the drip lines of the trees closest to the proposed site. Karen Simmons noted that Dave Pinsonneault was the Town Tree Warden and he had been involved in selecting the location for the bench. “The Recreation Committee recommend approval of the Rick DeAngelis moved that East Lexington Association request to donate and install a bench at Bow Street, and commend them for their involvement.” Sandra Shaw seconded the motion. The Recreation Committee approved the motion 4 – 0 – 1. 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 4. Lincoln Park Sub-Committee There were no members of the Lincoln Park Sub-Committee present. Karen Simmons reported that the LPSC continues to work on the proposal for a new access to the boardwalk at Lincoln Park. 5. Five Year Capital Plan The Recreation Committee was presented with a copy of the FY05 Recreation Department Five Year Capital Plan as a working document for FY06. Karen Simmons explained that the Recreation Committee is responsible for prioritizing, recommending and presenting the Department’s Capital Projects. Two items discussed with the Committee in previous months by neighbors should be considered when prioritizing the FY06 Five Year Plan: Rindge Park Fencing and Center Playground Tennis Practice Board. The Committee reviewed and discussed the Capital Plan, as it currently exists, and agreed to make final recommendations and decisions at the October meeting. Dick Thuma will present his findings regarding the Upper Dam project at Pine Meadows. The Recreation Department will – in response to Dick Thuma’s request – provide the committee with a detailed report on the yearly infrastructure repair costs at the Town Pool, and obtain a current estimate for hiring a consultant to evaluate the Center Pool infrastructure and provide a written report with recommendations of the findings. Sandra Shaw asked if the Committee should consider placing the Lincoln Park Bathroom building in the Capital Plan. Dawn McKenna asked how much money remained in the Lincoln Park construction budget, and how much the current plan for the bathrooms would cost. Karen Simmons said that there was approximately $30,000 remaining, but the walkways next to fields 1 and 2 need to be paved because the stone dust paths, a neighborhood compromise, are contaminating the fields. The vendor has put the Town on notice that if we do not correct this problem we will forfeit the warranty. The bathrooms are now estimated to cost approximately $225,000. The Lincoln Park Sub Committee has indicated that they would donate $75,000 toward the construction. The Recreation Committee discussed the need to scale down the bathroom project. 6. Recreation Report Karen Simmons provided the Recreation Committee with a brief overview of the summer programs and activities. She indicated that the summer had been a success and that program evaluations received thus far were very positive. The Fall Brochure has been delivered to the residents and registration is ongoing. Upcoming Department projects include completing the FY04 Performance Measurement Report, FY06 Budget preparation, Operations and Volunteer manuals. 7.
