2. Minutes
Don Chisholm motioned that the minutes of the March 31, 2004 Recreation Committee
meeting be accepted. Pam Varrin seconded the motion.

3. Lincoln Park Sub-Committee
Lynne Wilson offered a proposal by the Lincoln Park Sub-Committee for the bathroom
facility at Lincoln Park (attached). Ms. Wilson indicated that the LPSC does not want to
“step on any toes”, but rather is offering to split the cost of construction with the Town of
Lexington. She indicated that the new scaled down proposal for the bathrooms should lower
the cost. The footprint for the building is the same, but some items on the original plans were
removed, such as the overhang for the concession stand.
Lynne Wilson explained to the Recreation Committee that Parker Hirtle, Lincoln Park Sub-
committee, had reviewed the existing plans and made modifications. Those modifications
include changing the entrance to the bathrooms, reducing the roofline so that it is not as
steeply peaked. The number of stalls within the bathrooms remains the same as in the
original plans.Discussion continued on the proposal, with Karen Simmons telling the
Committee that she and Dave Pinsonneault would meet with Bill Erickson to review the
proposal of the LPSC.
Don Chisholm inquired about the status of the DEP borings, and the associated costs. Karen
Simmons told the Committee that Haley & Aldrich has said that the new cost could exceed

$100,000. This includes testing, permanent monitoring devices, and changes to the sewer
cover.
Dave Pinsonneault asked for input from the LPSC on Recycling Containers. He indicated
that the Board of Selectmen had requested that DPW place recycling containers around the
town, and Lincoln Park would be a prime location. When asked about the possibility of non-
recyclables being thrown in the containers, Dave Pinsonneault explained that the cover
would have an opening only large enough for bottles and cans.
Dave Pinsonneault also updated the Committee on a request from Wilson Farms to try out a
new paver system under benches at Lincoln Park. There would be no cost to the town.
Karen Simmons suggested that the “trial system” be done on the path leading from the
parking lot to the playground.
Work on the fitness path and new fitness stations continues. Forte Construction will begin
th
installing the equipment the week of April 26. Once the equipment is installed they will
finish the paths. There is an estimated completion time of two weeks, weather permitting.
Don Chisholm asked what was being done about the path between field 3 and the
playground. The path still floods when there is a heavy rain. Dave Pinsonneault said that he
would speak with Town Engineer, Dave Carbonneau regarding the problem and investigate
all possible solutions. In response to a question by Pam Varrin on the status of the overall
drainage at the park and trails, Dave Pinsonneault explained that it was working well.
Karen Simmons told the Recreation Committee about the remaining “punch list” items.
4. Skate Park Update
Karen Simmons reported that the Skate Park Committee is working on the sign for the park.
Bob McConnell has indicated that a sample sign would be available around the beginning of
May.
5. Town Meeting Articles
The Recreation Committee reviewed the Capital Articles for Town Meeting. Dick Thuma
gave an overview of his presentation on Kineens Park, and handed out a copy of the Power
Point presentation he will be using at Town Meeting. Rick DeAngelis, who was absent from
the Recreation Committee meeting, will present the Adams Tennis and Basketball Capital
proposal.
6. Recreation Report
Sheila Butts provided the Recreation Committee with a status report on staffing and
registration for summer programs.

7. Parks Report/Capital Project Update
Dave Pinsonneault updated the Committee on Article 31 of ‘99 projects:

Steelco has finished work on the fencing punch list, and has provided a proposal to
install dugouts on the softball field, as well as safety fencing behind the pitching warm
up area.

The Town is still waiting for NSTAR to provide a drop for the irrigation system at
Diamond and a reconnection of the system at Clarke. Until such time as the systems
are automatically up and running DPW is turning the systems on and off.

Court #9 at the Gallagher Tennis Courts requires a patch to alleviate water collecting
in a depression on the court. This work should be completed within in the next month.
Dave Pinsonneault also informed the Recreation Committee that work on the Harrington
Softball field has begun. The trees have been removed and DPW will finish rebuilding the
field at the end of the summer softball season.
6. New Business
Dick Thuma reported that he had met with Karen Simmons to discuss the status of the
Enterprise Fund. He noted that this year due to the $100,000 Lincoln Park Debt Exclusion
and unbudgeted depreciation costs the fund could show a loss of $30,000. Dick Thuma will
try to meet with Mike DePietro, Assistant Finance Director, to discuss the impact of the
depreciation charges on the Enterprise Fund.
The next meeting of the Recreation Committee will beWednesday, May 19, 2004 at
7:30 P.M. in Room G15 at Town Hall.
