Neumeier RECREATION COMMITTEE MEETING August 21, 2002 Members Present: Sandra Shaw, Dick Neumeier, Pam Varrin, Don Chisholm Staff Present: Sheila Butts, Dave Pinsonneault Others Present: David Williams, Nell Walker, Lynne Wilson, Charles Lamb, Jim Kimball, Lisa Baci AGENDA 1. Citizens and other boards Sandra Shaw recognized Lynne Wilson of the Lincoln Park Sub-committee. Ms. Wilson thanked Recreation Committee member Don Chisholm for his many years of participation to the Lincoln Park Sub-committee. 2. Recreation Meeting Minutes thth Dick Neumeier moved to accept the minutes of the June 27 and July 17 Recreation The minutes were Committee meetings. Pam Varrin seconded the motion. accepted by a vote of 4–0. 3. Skate Park Update Dave Pinsonneault updated the Recreation Committee on the status of the Skate Park. He noted that the drainage installation is still a work in progress. The trenches for the drainage pipes are done, but the basins have to be put in place. Once this is completed, the pipes can be attached. Don Chisholm asked if the drainage system was installed on more than one side of the Skate Park. Dave explained to the Committee that the drainage trenches run along the Center track end of the park and also parallel to the first base line of Center #2. Once the drainage system is complete and accepted by the Engineering Department, the cement pad can be poured. 4. Lincoln Park Sub-Committee Update Nell Walker reported to the Recreation Committee that she has spoken with Rick White regarding the appropriate allocation of funding for the proposed Feasibility 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 Study by the LPSC to open up the Vine Brook. She explained that Rick White wants additional discussion of the study to include representatives from the School Department, Recreation, Conservation and Engineering. Pam Varrin asked what the issue with the study is. Nell Walker explained that the Town Manager wants all departments to review any potential impact that opening up the Vine Brook would have on School, Recreation and Conservation lands. Don Chisholm asked if the money to fund the Feasibility Study were currently available. Nell Walker and David Williams told him that although the money was approved, the contract has yet to be signed. Lisa Baci interjected that if it is feasible to open up the Vine Brook, there is money available from the Massachusetts Highway Department Fund to pay for the project. Sheila Butts told the Recreation Committee that Nell Walker had spoken with Karen Simmons the previous week. She invited Ms. Walker to make a formal presentation to the Recreation Committee on the proposed Vine Brook Feasibility study. Karen has requested that the Recreation Committee consider changing the date of the thth meeting from September 18 to September 25 to facilitate this, as Nell Walker will th The Recreation Committee voted 4 – 0 to be out of town on September 18. change the date of the September meeting. Dave Pinsonneault and Sheila Butts requested that the Recreation Committee consider who might replace Don Chisholm as a liaison to the Lincoln Park Sub- Committee. Sandra Shaw asked how often the Sub-committee meets. Lynne Wilson told the Recreation Committee that they meet monthly. Sandra Shaw said that she felt it was very important to have a replacement for Don Chisholm. She suggested that the Committee take some time to review the requirements and make a formal decision at the September meeting. 5. Capital Projects Update ?? Pine Meadows Golf Course – Dave Pinsonneault reported to the Committee that th Tuesday, August 20 the Conservation Committee met and discussed the plans for Phase Two of the Pine Meadows Project. He said that there were a few concerns brought forward regarding test pits and drainage from the embankment into the pond. Geller Associates will have an updated report for the Conservation Committee at its th September 10 meeting, at which time the Conservation Commission will issue "an order of conditions". ?? Justin Park – Dave Pinsonneault updated the Committee on the status of the new playground structure at Justin Park. The structure was designed to allow for three separate phases. Monies currently allocated will fund Phase One of the new structure, including installation, safety surfacing and relocation of the existing swing set. Should the neighborhood raise additional funds, additional components can be added to the current design. Sheila Butts has spoken with some neighbors and they have a copy of the schematic design, and understand what components of the structure will be included in Phase One. Dave hopes to order the equipment by the end of August, and is planning for an October installation. 2 ?? Article 31 – Dave Pinsonneault reported that the Article 31 project is nearing completion. The backstops at Center #2 and Diamond will be replaced and final fencing issues will be resolved in September. ?? Lincoln Park Fields – The Recreation Committee reviewed the four layouts for field and parking submitted by Geller Associates. The Pro’s and Con’s for each Option as developed by the Recreation Committee and members of the public are listed on the addendum to the minutes. 6. Recreation and Parks Report Don Chisholm asked Dave Pinsonneault about the status of the Harrington School. Dave said that next week he would meet with potential contractors to discuss relocating the Softball Field at the site. Sheila Butts reported that summer programs were winding down. The Old Res closed on th August 18. After the few days in the early part of the summer when the Res was closed due to high bacteria count, the water quality has been excellent. The Town Pool remains open through Labor Day on a more limited schedule. 7. New Business September 25, 2002 at The next meeting of the Recreation Committee will be held on 7:30 p.m. in Room G15.
