1. Recreation Meeting Minutes

2. Skate Park Update
Karen Simmons reported to the Recreation Committee that she and Dave
Pinsonneault had met with Bob McConnell and the contractor scheduled to install
drainage at the Skate Park. The Town Engineering Department has notified the Skate
Park Committee that all drainage must be in place prior to laying the cement and
installing any skate events.
She also detailed a letter sent to Bob McConnell regarding risk management items
that the Skate Park Committee and future skaters must adhere to. In order for The
Town of Lexington Recreation Department to be properly insured, the Risk
Management representatives require proper signage be installed at the site, fencing
surround the skate park, prohibition on any wooden ramps or skate events, and
inspections on a regular basis.
Bob McConnell also mentioned that a doctor from Mt. Auburn Hospital has offered
to pay for the Skate Park “rules and regulations” sign, and assist the Skate Park
Committee with appropriate verbiage for the sign.

The Recreation Committee briefly discussed the status of the Skate Park.
3. Lincoln Park Sub-Committee Update
Nell Walker, representing the sub-committee, informed the Recreation Committee
that they are in the process of requesting another approval letter from Hayden for a
feasibility study to open the Vine Brook. The Lincoln Park Sub-committee hopes to
get money for the study at the start of the new fiscal year. The money will be
overseen jointly by the Conservation and Recreation Departments.
4. Harrington Elementary School Project
Karen Simmons reported that she and Dave Pinsonneault had recently attended a meeting on
the plans for the new Harrington School. The Recreation Department will definitely lose one
¾ size and one full size soccer field. There is also the possibility that a second full size field
will be out of service during the building construction. Karen told the Recreation Committee
that she has asked the School Department to investigate the inclusion of a ¾ or full size field
behind the existing school building. At this point, Recreation will have use of the fields this
summer and probably this fall. However, the fields may not be available in Spring 2003.
Pam Varrin asked if there were a possibility of additional fields being added to the overall
school plan. Karen Simmons responded that the School Department has asked the architect
to look at all available options. There needs to be adequate parking, and an access path to the
fields for DPW and participants. Karen Simmons and Dave Pinsonneault will attend the next
meeting on the Harrington construction. At that time schematics will be available, and
discussion can begin on possible Recreation use of the new school building.
5. Lincoln Park Fields Update
The contract has been signed with Patrick Maguire, Geller Sports. There will be a “Clerk of
the Works” overseeing the project. Haley and Aldrich will handle the onsite supervision of
the subsurface. Pat Maguire is hiring Welch Engineering to do the survey, delineate and lay
out the wetlands on the site plan.
David Williams noted that Hayden mapped out the wetlands when they built their addition.
Karen Simmons said that the determination survey is good for only three years. The
Recreation Department needs the current Wetlands Delineation. She will check with Karen
Mullins, Conservation, to see if she has the Hayden survey and map on file.
Dick Neumeier asked when the survey would be completed. Karen replied that the golf
course survey is not yet completed. Welch Engineering should begin Lincoln Park in two to
three weeks.
Pat Maguire’s goal is to go in front of the Conservation Commission in August. Dick
Neumeier asked if a Recreation Committee member should attend the Conservation meeting.
Karen Simmons told him that when the Department is notified of the date and time of the
meeting she would in turn notify members of the Recreation Committee. Although it is not
necessary for members to attend (Pat Maguire will handle the entire presentation), they are
more than welcome to show support by their presence.

Karen told the Recreation Committee that the goal is to have everything set and in place so
that the initial construction work can begin in late fall or early winter. The project will take
sixteen to twenty weeks to complete. The Department wants to open the new fields in late
June 2003.
6. Capital Project Update

Athletic Field Improvement
i. Karen Simmons reported to the Committee that the Department is now on
its fourth fence subcontractor.
ii. The fencing has been a real problem. The previous contractors did a very
poor job with fencing materials, ties and posts. Many were far below the
specifications and have to be replaced.
iii. The Center and Diamond field backstops do not meet specifications and
need to be replaced after the season to minimize disruption.
iv. New England Seal Coating is the current tennis court contractor. The
Clarke Courts are finished except for fencing. At the Center, Courts 7

through 10 are completed. Courts 1 and 2 are scheduled for June 28.

Courts 3 through 6 will be completed the week of July 4.
v. The tennis posts and nets have been rejected. They will all be replaced
when the stock arrives.
vi. Public Works had a problem with their first mowing of the new field at
Clarke. The contractor has taken it over again. He will provide a
maintenance contract on the field through September 2002. Pam Varrin
asked about the drainage situation at Clarke. Karen reported that the Parks
and Engineering Departments are working jointly to resolve the situation.

Pine Meadows Phase I – 95% Complete
The contractor did not follow code with the fuel tank. This should be resolved soon.

Pine Meadows Phase II
Once the survey is completed the Department hopes to go out to bid the project by
August. It is necessary to complete work on the maintenance building by October.
The final roadwork to the maintenance building must be completed prior to the March
2003 opening.
Karen Simmons also indicated to the Recreation Committee that the temporary
parking at the golf course is working out very well, and has been well received by
golfers.
7. Recreation Report
Karen Simmons mentioned to the Recreation Committee members that they might receive
letters from Lexington parents regarding the “Age 5 Policy” at the Town Pool. The current
policy has been in place for many years. Children age 4 and under are not permitted in any
pool other than the wading pool. The policy is in place because of both safety and sanitary
concerns at the facility.

8. New Business

The next meeting of the Recreation Committee will be held on July 17, 6:30 P.M., at the
Pine Meadows Golf Course. Dinner will be served, followed by a tour of the course.
The meeting was adjourned at 8:30 P.M.
