RECREATION COMMITTEE MEETING
May 16, 2001
Members Present: Sandra Shaw, Pam Varrin, Don Chisholm
Staff Present: Karen Simmons, David Pinsonneault, Matthew Casparius
AGENDA:
1. Approval of the meeting minutes from March 27, 2001 was tabled until next month’s
meeting.
2. The Skateboard/Inline Skate Park Committee will appear at next month’s meeting with their
report.
3. The Lincoln Park Sub-Committee will be present at next month’s meeting.
4. Marvin Park - Voluntary Public Benefit
Gerry Moloney, a developer working on Winter Street, has voluntarily agreed to provide a public
benefit to the Town. He would like to resurface the basketball court at Marvin Park. The current
surface has frost heaves that push rocks up through the surface. He is also interested in helping
with the drainage issue on the field. Finally, he is working on trying to create an accessible path
from Winter Street down to Marvin Park.
5. Sign Policy
David and Matt worked on a draft of the sign policy, which was mailed with the meeting
minutes. Sandra has edited the draft and a copy was given out. The Recreation Committee
voted unanimously to accept the following language and specifications for the Sign Policy,
which will now go before the Board of Selectman for final approval:
No person shall post any sign or bulletin in a park, playground or open space of the Town
of Lexington without express written consent of the Recreation Department, and with the
approval of the Board of Selectman. A written request, including specifications and a
design sketch, must be submitted to the Recreation Committee, which also reserves the

right to approve the language and location of the sign. Signs shall be posted for no longer
than one year, and the responsibility for any maintenance is with the requestor. Signs
must comply with all relevant local by-laws. No applications for advertisements will be
accepted.
Sign Specifications:
-Signs shall be no larger than 18” x 24”.
-If made of wood, the sign should be 1” CDX plywood, primed and painted the
appropriate colors, and covered with a clear sealer.
-If aluminum, must be Highway Grade, with a gauge of .080.
6. Recreation Report
Matt reported that we are currently faced with major staffing shortages with all of the summer
programs. Applications are coming in slowly. One of the reasons that we feel this is occurring is
that Lexington Community Education is running a lot more programs that are more recreation
related. In addition, they are paying their staff members up to $30.00 per hour, which we can’t
afford to do. Program numbers are down for a lot of our programs, but in particular with Camp
for All. A major part of the low enrollment in Camp for All is due to the change in the
partnership with the Special Education Department of the Lexington Public Schools this
summer.
Karen reported that we have had a bad start to the Golf season due to the long winter and
weather conditions. Staff has been instructed that we are currently on a spending freeze. She
also reported that we just had to spend $3,300.00 on ball field light repairs. There was no
warranty and a lot of the original parts had to be replaced. The Center lights have broken
fixtures that need to be replaced. The estimated cost is $1,000.00 each. This will have to wait
until next fiscal year.
Due to time constraints, Karen will present the rest of her report at next months meeting.
7. Parks Report
-At Sutherland Park, the swing set will be installed by the end of May.
-Crews are working on grading the sand at the Old Reservoir and the accessibility ramp is
expected to be installed next week. They have also worked on the parking lot at the Old
Reservoir as well as at Lincoln.
-Phase I of the Pine Meadows Irrigation Project is ready for final walkthroughs.
-Harrington is currently on hold until we hear more from the School Department.
-At the Town Pool, construction on the Pavilions is expected to start this Friday. Cleanup of the
nd
Pool in general is in full swing, getting ready to open on June 2. We have also hired a painter
to come in and power wash and then paint the entire inside of the building.
Article 31 - Athletic Field Improvements
The bids for the bleachers came in today. The price came in slightly less than the projected but to
do the accessible ramp and the press box would bring us to around the $425,000 mark. We
might have to do the bleachers and the ramp and then do the press box separately. From the time
3
of order, it takes 12 weeks to get the bleachers. We are proceeding forward with the bleachers
st
now even though the bids for the other sections of the Article don’t close until May 31.
The meeting was adjourned at 7:47 p.m.
