RECREATION COMMITTEE MINUTES
May 19, 1999
Members Present: Dick Neumeier, Don Chisholm, Pam Varrin
Staff Present: Karen Simmons, Brian Gilbert, Matt Casparius
AGENDA:
1. The meeting minutes for March 9, March 29, and April 21, 1999 were all approved.
2. Little League Fees
Bob McConnell was not able to attend, but would like this issue to tabled until the June
Recreation Committee meeting. This was approved although Dick raised issues that he would
like to see considered, including having the committee consider raising youth rates 3 or 4 times
the current rates. In addition to that, the committee would like to try and work out an agreement
that if phase II goes through, then the committee would ask for additional funds from youth
groups. Karen is concerned that yes we could raise rates now, but there is no guarantee that the
funds would not be appropriated in another way by Town Meeting.
Bob McConnell of Little League will be at the next meeting to give his input on fees. Also, Dick
would like to know how many scholarships Little League gives out, and whether or not that has
changed as fees increase.
Don feels that we need to review the fee structure and that if we are going to be making drastic
changes in it, then we should include fees for school teams to cover the costs of field
maintenance. It is noted that Dick is reluctant to support fees for school athletics.
3. Capital articles
Article #30- Brian is starting to get the primary designs for the irrigation system at Harrington.
He also needs to hire engineers to do a survey to delineate the wetlands area, which will cost
about $1500.00. Karen will see if the Recreation Enterprise has the funds to pay for it. As a part
of this whole process, Brian needs to meet with the Playground group, John Moynihan, and the

principal again. Don recommends that for safety reasons we put the men’s teams closer to the
woods, so that we can keep the youth fields out in the open.
Article #31- Dick attended the Permanent Building Committee (PBC) meeting to present a
detailed description of the article to them. The PBC has decided that they are making only one
submission to the State rather than two separate submissions by combining our submission with
that of the school department. John Moynihan wants Brian McNally and Dick to meet so that
they can prioritize the list because he doesn’t think that there will be enough money to do all the
projects that need to get done. The schools want to be involved in prioritizing the list that was
already prioritized by the Recreation Committee, because ultimately the schools have final
jurisdiction on the funds that will be received.
A submission of Clarke tennis courts by the architects has been corrected. The question arose as
to why we should re-use material in terms of the backstops at Clarke.
The Recreation Committee would like to get a copy of the proposal that was submitted to the
State by the School Committee. Don feels that we should have Rick get their input and get a firm
commitment from them for Dick to bring back to the Recreation Committee. Brian will ask for a
copy for the committee.
Article #29- Brian gave the committee an update on where we are regarding the Pine Meadows
irrigation system. The Engineering Department is backed up with other projects until the first of
the year, so it would be then before they could start working on this project. Brian is going to
look at finding another engineer to develop the specs and find out what has to be put into the bid
document, which will be based on the price. The committee is concerned that the funds are
available and they don’t want this project to be prolonged.
4. Meeting Schedule

The next Recreation Committee meeting will be held on June 16 at 6:00 p.m. We are going to
invite Bob McConnell to come to that meeting. For the month of July, the meeting will be on the

28 and will be held at Pine Meadows for a tour of the facility. We will meet there at 7:00 p.m.
Dick is going to be away on vacation from July 2 -26. For the month of August, the meeting has

been set for August 18 at 7:30 p.m.
5. Discovery Day

Discovery Day is Saturday May 29. Don has volunteered to help out from 11-1, and Pam will
help from 12-2.
6. Karen’s Report
Jon Jalbert has resigned from his position as Program Coordinator. This position has been

advertised and closed on May 30.

The aquatics facilities will open on June 5. There are still Head Lifeguard and WSI vacancies.

As requested by the Recreation Committee, Bill Harrison has designed a card system for seniors
th
wishing to lease carts while they play golf. Seniors can prepay for 9 rentals and get the 10
rental free. The cost is $108.00 payable in advance.
The water at the Old Res had to be manually lowered by two feet in order for the sonar treatment
to be applied. This was completed successfully in May.
Karen welcomed Matt Casparius, a summer intern from Green Mountain College.
7. Brian’s Report
Lincoln #2 soccer field will be opening up in the next week or two, and the football field has
been seeded with over 500 lbs. of grass seed. The equipment for Pine Meadows has been
ordered, and Minuteman Tech students will be planting along the roadway.
At the pool, we are down to one maintenance person. Although we will be ready to open on
time, the basic cleaning of the chrome/stainless steel will not happen until after the pool complex
opens.
Brian requested a schedule of summer sports clinics so that he can schedule maintenance at the
Center fields. He needs 2-3 weeks for the park maintenance.
The meeting was adjourned at 9:30 p.m.
