Shaw and Rick DeAngelis Absent: Howard Vogel Staff Present: Karen Simmons, Director of Recreation, Chris Filadoro, Superintendent of Public Grounds, Sheila Butts, Assistant Director of Recreation Others Present: The Recreation Committee meeting began at 7:00 p.m. The meeting acted on the following items: 1. Citizens and Other Boards: none 2. Meeting Minutes from April 18, 2012: Lisah Rhodes moved and Sandra Shaw seconded acceptance of the Recreation Committee minutes of April 18, 2012. The motion was approved by a vote of 3 — 0 with one abstention. 3. Lincoln Park Sub - Committee Recognition The Committee discussed recognizing David Williams and Lynne Wilson for their years of dedicated service to the Lincoln Park Sub - Committee (LPSC) and the Town. Karen Simmons, Director of Recreation, reported that David Williams informed her that he and Lynne Wilson were planning on serving on the LPSC until December or even through June 2013. Sandra Shaw suggested that it would be very appropriate to recognize Mr. Williams and Ms. Wilson at Town Meeting. The Recreation Committee agreed with this suggestion, and will plan accordingly. Lisah Rhodes and Wendy Rudner will facilitate this recognition. The LPSC hired a private contractor to do work at Lincoln Park. It is unclear what the contractor will be doing and if they are working on town property or land owned by Hayden. Ms. Simmons recommended that Chris Filadoro, Superintendent of Public Grounds meet with the LPSC and look at the LPSC scope of work at the Park, including what specifically they are planning to do, and any maintenance that they will deal with, materials used for their proposed projects, etc. The LPSC should be presenting their maintenance plan to Chris Filadoro, Rick DeAngelis suggested that the LPSC be invited to the August Recreation Committee meeting to review work completed and future plans for the park. The LPSC needs to obtain approval from Karen Simmons, Director of Recreation, for proposed signage, including verbiage on the signs and exactly what they signs will look like. Karen Simmons will bring the recommended signs to the Recreation Committee 'own of Lexington Recreation Committee 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 2 for their approval. Mr, DeAngelis further indicated that the Recreation Committee certainly appreciates and approves of what the LPSC is trying to accomplish, however as the overseeing Town Committee, the Recreation Committee must be informed of the when, what, where, why and how of all such undertakings. 4. Recreation 5 -Year capital Plan: FY 14 -- FY 18 Karen Simmons, Director of Recreation, distributed the summary sheet of the FY 13 — FY 17 Recreation Capital Plan. She, Chris Filadoro and David Pinsonneault, will be working on updating the current capital plan, and will provide members of the Recreation Committee a recommended FY 14 — FY 18 plan at the August Meeting. The Recreation Committee will vote on the 5 -year Capital Plan at the September meeting. 5. Set July Meeting/Tour at Pine Meadows The July Recreation Committee Meeting will take place on July 18, 2012 at the Pine Meadows Golf Course. The meeting will begin at 5:30 p.m. and will include an update of Pine Meadows projects, plans for the future, and a tour of the course. 6. Recreation Report Karen Simmons, Director of Recreation, reported on the following: • The USGA report will be discussed and reviewed at the July meeting by John Allen. • Updated the Committee on the Tee signs at Pine Meadows, Mr, Santosuosso has not been in contact with Ms. Simmons or Bill Harrison, about the status of or payment for his tee sign, despite numerous calls and emails. • Phase two of the Center Drainage Project (football field and JV baseball field) is moving along. LHS has a planned home game under rented lights scheduled for September 21 corresponding to the start of the Lexington 300 Celebration that weekend. The challenge to the project is weather. The company is hoping to lay sod the P week of July. Drainage work on Park Drive has begun and the road will be closed from 7 -3 for a few days to complete the work. • Due to the heat the pool has been open extra hours this week. The facility reached capacity (500) earlier in the week and patrons had to wait to enter. Peter Coleman, Supervisor of Recreation and Sheila Butts, Assistant Director did a great job putting together summer programs. The Aquatics Manager, Rob O'Brien, has returned for a second season. He is an excellent manager and is doing a fantastic job. Larry Anderson is the new DPW staff person responsible for the pool operations. He replaced Ron Russo, who retired this past year. 7. Parks Report Chris Filadoro, Superintendent of Public Grounds updated the Recreation Committee on the following: • Center 1 and Center 2 are officially open. Issues, for the most part, have been "ironed out ". There have been some irrigation leaks in left field of Center 2 and some water problems along the third base line of Center 1. Karen Simmons, Director of Recreation, indicated that there is discussion about the need for an addition drain to compensate if it does not turn out to be irrigation. Lawhorn Irrigation has been on site to test the system and they do not believe the system has a leak because the pressure is fine. DPW is investigating this with the Engineer from Stantec. • Franklin softball field is now open. The field was laser graded and a new backstop and dugouts were installed. 2 • The Tennis Pavilion at the Gallagher Courts is completed. The work was done by students from Minuteman Tech. Karen Simmons told the Recreation Committee that Bob O'Neill, former girl's tennis coach at LHS, raised $9,800 for the project. Recreation provided the additional $6,000 to complete the project. • The Parks Department is in the process of installing new FIBAR at neighborhood playgrounds. They recently put down 150 yard of li IBAR at the Center Playground, 8. New Business Karen Simmons, Director of Recreation provided the Recreation Committee with a brief update of the Lions Club Carnival, at Hastings Park. Annual fireworks will be on July 5` They will be shot off from the Center Track Field. DPW will fence off a majority of the Center Complex to maintain the safety zone. Parking for staff and patrons using the pool complex is a concern that is being addressed. The tennis courts used by programs will remain open until 8 pm. Other courts will be locked and no reservations will be taken for July 5. The pool will close at the regular time except the wading pool which will be closed at 8:OOpm. DPW will turn off the filters to avoid any debris from impacting them and cover the wading pool. The filters will be turned on again after the fireworks conclude. The next meeting of the Recreation Committee will.t4ke place on Wednesday, July 18, 2012 at 5:30 p.m. at the Pine Meadows Golf Club.
