Attendees: Derek Fullerton and Ann Belliveau Heiger-Bernays called the meeting to order at 7:05 p.m. There was no public participation. The Board reviewed the minutes of the December 14, 2006. MacKenzie motioned to accept the minutes as amended. Perlmutter seconded. Heiger-Bernays abstained since she was absent from the last meeting. The Board reviewed the December data reports including the food inspection report. Heiger-Bernays had received a call from David Geller, M.D., of Patriot Pediatrics in Bedford, who expressed his desire to be involved with the community to serve as a liaison between the schools and the Board of Health. Geller spoke with Heiger-Bernays about the need for communications between the pediatricians in Lexington and the Board of Health. Fullerton will inform the Public Health Nurse, Susan Moser, of Geller’s willingness to be a liaison. Perlmutter said the Board could make a decision to get Geller to fill that role but how would the Board get him into the school side. Currently, Geller lives in Lexington. His practice is in Bedford and half of his clients are from Lexington. Feldman suggested inviting Dr. Geller to a meeting to hear his proposal and then invite the current school physician, Dr. Andonian to a separate meeting. Biosafety/rDNA Regulations - Heiger-Bernays introduced Rebecca Ryan Carusso, Lexington’s Biosafety Consultant. Fullerton informed the Board that Ms. Carusso has been the consultant for the past year who has done the rDNA facility inspections. In addition she has been reviewing the Lexington rDNA Regulations. Fullerton told the Board that at a recent Mass Biotech Council meeting, he learned that Cambridge and Boston were considering revising their regulations. As a result, Fullerton asked Carusso to review the regulations for Cambridge and Boston to see if there should be anything added to the Lexington regulations. Carusso presented her conclusions to the Board. The Board requested Carusso to draft proposed changes to the rDNA for review at the March meeting regulations. The regulations should address language clarifying BL3 and BL4 practices. Pesticide Awareness Training – Don Rivard met with Fullerton and Tegan Evans concerning the course outline for the IPM training scheduled for February 6 and February 13, 2007 at Cary Memorial Library. Tobacco Compliance Checks – December 2006 - Fullerton informed the Board that all licensed establishments selling tobacco in Lexington passed the recent compliance checks. Carey’s Catch Food Establishment Update – The owner passed the serve safe exam. Old Reservoir Sanitary Survey Funding – Because of level service budgets for FY08, the Town Manager has requested that $30,000 be appropriated through the Recreation Department’s Budget to go forth with this project. Emergency Planning Update - Fullerton advised the Board that the Regional Emergency Planning Committee voted to formalize and finalize the paperwork to register nationally as a regional emergency planning committee. The Battle Road Regional Emergency Planning Committee will be the official name and will consist of Carlisle, Bedford, Burlington, Lexington, Waltham, and Arlington. Fullerton has been asked to serve on the planning committee as the regional health representative. The next step will be to begin the federal paperwork and go forth from there. Fullerton mentioned he spoke with Bruce Auerbach, M.D, and he has volunteered to serve on the local pandemic planning committee. Fullerton had met with Carl Valente and Bill Middlemiss to discuss pandemic planning and Auerbach has been identified as a community representative and professional expert to serve the committee. Fullerton advised the Board that he had applied for a MEMA grant for the Medical Reserve Corp. Fullerton received award notification of this grant and the town will receive equipment for use by medical reserve corp. Munroe Oil Spill – Fullerton updated the Board of an oil spill in the boiler room of the Munroe Center. MacKenzie motioned to adjourn. Perlmutter seconded. All approved.
