Minutes from Capital Expenditures Committee Meeting <br />10/ 19/10 8: 00am, Town Office Building, Rm 111 <br />Members Present: Bill Hurley, David Kanter, Shirley Stolz, Charles Lamb (Chair), Ted Edson (Vice- <br />Chair) <br />Other Attendees: Micah Niemy (Budget Officer), Rob Addelson (Assistant Town Manager for <br />Finance), George Burnell (Selectman), Eph Weiss, Joel Adler (Community Preservation Committee <br />Liaison), Donna Hooper (Town Clerk), Nasrin Rohani (Archivist) <br />Documents Presented and Reviewed: <br />Capital Project Sheets for Clerk's Office <br />"List of CPA Candidates, Yr 3 -5" (10/19/10) <br />Northeast Document Conservation Center (NEDCC) Treatments Query (10/18/10) <br />Estabrook Costs to Date (10/13/10) <br />Discussion of Estabrook PCB Issue and Special Town Meeting <br />Discussion of CPA State Match and Accounting. Match came through as $80K less than expected. That <br />will be balanced against the Undesignated Fund Balance in the CPF. We have incurred legal costs for <br />acquisition of Busa and Cotton Farms exceeding our estimates: $72K. Special Town Meeting will have <br />an article for appropriating supplemental CPA funds. Cotton Farm has still not been closed on. <br />Discussion of David Kanter and Eph Weiss's proposed Code of Lexington By -law amendment <br />regarding Town Meeting procedures related to Reconsidering & Reopening. <br />Motion: Endorse the concept of the by -law change as proposed (3:0 in favor, David Kanter abstaining). <br />Discussion of Clerk's Office Capital Requests <br />Adjourn: 9 :45 am <br />These Minutes were approved by the CEC at its meeting on January 4, 2011. <br />
