<br />Capital Expenditures Committee Minutes 11-17-04 <br />LHS Commons II, 6:45 p.m. <br /> <br />All members present (Burnell, Edson, Lamb, Rosenberg, Stolz) <br />attended the Budget Collaboration Group [Summit] meeting I <br />for the fiscal year. <br /> Following that meeting, the committee remained in <br />session to meet with Department of Public Works Personnel: <br />Bill Hadley (director), Peter Chalpin (engineer), Wayne <br />Brooks (operations/highway), Kelly Zeoli (mgt. analyst), <br />Wayne Medlin (building maintenance), and Dennis Meehan <br />(water/sewer) <br />Also attending: David Kanter, Appropriation Committee <br />liaison <br /> <br />All materials from DPW are draft (not through Town Manager <br />process yet) <br /> <br /> <br />1.Prior projects <br />•Hadley to give update on ’04-’05 project status <br />•Chalpin to provide update on building envelope spending <br />and reallocations <br /> <br /> <br />2.Priorities for this year (out-year detail where provided; <br />usually not provided) <br />•DPW building complex and scheduled equipment replacement <br />(discussed last) <br />•Building envelope: $100,000: $50,000 for ADA <br />accessibility (Cary and police doors?), remainder for <br />structural analysis of floor settling at fire HQ; <br />subsquent years, $1 million annually <br />•Annual street appropriation of $1 million from Town <br />funds and Ch. 90 funds; $7 mil neighborhood street <br />program second year completed except Loring and Basking <br />(2005); southeastern quadrant scheduled for next year <br />•$150,000 storm sewer improvements associated with road <br />reconstruction <br />•Traffic safety improvements (same requests as last year, <br />driven by neighborhood priorities, not Traffic Safety <br />Advisory Committee or Selectmen priorities: Maple and <br />Mass Ave., Concord and Waltham [where Met State <br />mitigation money may be involved]; but Maple and Lowell, <br />high School Committee priority, NOT on list) <br />•Sidewalks; $50,000 to rebrick sidewalk on Edison Way and <br />other projects [need to inspect!]; cannot do along <br />Bedford St. in north end of town, because is state right <br />of way <br /> <br />
