Minutes from Capital Expenditures Committee Meeting <br />O1 /11 /11, 8:00am, Town Office Building, Rm 111 <br />Members Present: Bill Hurley, David Kanter, Shirley Stolz, Charles Lamb (Chair) <br />Member Absent: Ted Edson <br />Other Attendees: <br />Joel Adler (Community Preservation Committee [CPC]), Dawn McKenna (Tourism Committee) <br />Documents Presented and Reviewed: <br />Capital Request Summaries (Battle Green Master Plan Implementation & revisit of the Battle Green <br />Monument[s] Restoration and of the Schools' Food Service Equipment) <br />Discussion of Battle - Green - Related Projects <br />Lexington/Concord is the 4"' most visited joint - community area in the State. (Boston, Cambridge, <br />Salem are 1 -3.) Proposal is $100K: <br />(1) $50K for the Department of Public Works (DPW) project, Battle Green Monument[s] <br />Restoration Project, already presented to this Committee by their Dave Pinsonneault (Director of <br />Public Grounds), and which has already been approved by the CPC. That project is just for the <br />monuments —not the walkways or surfaces surrounding the monuments —and is not dependent on <br />those walks and surfaces being done at the same time. <br />(2) $50K for the Battle Green Master Plan Implementation Project, and which has already been <br />approved by the CPC for just work ancillary to the monuments —such as walkways and adjacent <br />surfaces. It is proposed to put granite on the most heavily used walking paths and stabilized composite <br />for the rest of walkways and surfaces. <br />McKenna reported that the intent is to have both projects combined into one. If they can combine them, <br />they will, but they at least want to do the monument restoration this year. The projects aren't combined <br />yet as the Town Manager did not want to get ahead of the Board of Selectmen as it has yet to have a <br />discussion of the Implementation Plan. The public comment period on the draft Implementation Plan is <br />until 2/1/11. <br />Restoration of the Hayes Fountain (at the base of the Minuteman Statue) is also a high priority of the <br />Tourism Committee, but it was questioned whether the Lexington Field & Garden Club —which has <br />maintained the plantings in the fountain for decades—is in agreement on that restoration. As the <br />current estimates for the walkways and surfaces is $40K and $20K for the restoration of the Hayes <br />Fountain, the Tourism Committee would want the Implementation Project to be increased to $60K <br />making the FY2012 total for both projects be $11 OK. <br />As an estimate for all years is about $850K, if the $10K for the fountain is not made available in <br />FY2012, a current projection of the split would be the $100K in FY2012, about $340K in FY2013, and <br />about $410K in FY2014. Those will be offset by grant amounts, if obtained. <br />Schools' Food Service Equipment Project <br />The request is for $83,763. $63,763 is for ovens and mixer; $20K is for the cafeteria security gates.
