MINUTES — LEXINGTON CONSERVATION COMMMIS SION May 25, 2010 <br />Commissioners present: Joyce Miller, Charles Wyman, Phil Hamilton, Stew Kennedy, David <br />Langseth, Duke B itsko <br />Absent: Dick Wolk <br />[ethers present: Karen Mullins, Conservation Administrator; Louise Vinci, Conservation Clerk <br />Joyce Miller opened the meeting at 7:00 pm in Cary Auditorium of the Cary Memorial Building. <br />7:00 pm Land Management Subcommittee Report on Willard's Woods <br />Joyce Miller 'Informed the audience that the Land Management Subcommittee <br />Report and the Ecological Impact Report would be available in the conservation <br />office and on the town website in the morning. <br />Charlie Wyman presented the Land Management Subcommittee report. The <br />report included: <br />• Recent history <br />S How the subcommittee went about it's work <br />e The core issues <br />• What was learned <br />Conclusions <br />+� Recommendations <br />o Option 1 — Separation by time <br />o Option 2 — Separation by space <br />o Option 3 — A hybrid of the first two options <br />Comments from the commission follow: Stew Kennedy congratulated the <br />OP <br />subcommittee on their good work, Mr. Kennedy was interested in exploring the <br />possibility of a dog park elsewhere in town, felt that the North Street parking lot <br />needed attention, liked the idea that dogs on leash would be permitted on <br />conservation land at all times, and felt that the regulation related to dog owners <br />having immediate restraint and control of their off-lease dogs was unclear and <br />would be in favor of a better definition town wide, Phil Hamilton asked in regards <br />to option 2 and 3 of the reports recommendations, what criteria was used for <br />determining zones on/off leash and times on/off leash. Mr. Wyman responded that <br />zones were determined by easily defined boundaries, the sensitivity of the area, <br />and the relation of zones to abutting houses. David Langseth was not in agreement <br />that the definition of immediate restraint and control was unclear. Mr. Langseth <br />was in favor of regulating off -leash dogs by separation of time vs. space and a <br />division of days vs, hours. Mr. Langseth was also in favor of an incremental fee <br />added to dog licenses that could go into a fund used for trash barrels, signage and <br />Page 1 of 4 <br />
