PLANNING BOARD MINUTES <br />MEETING OF MAY 17, 2000 <br />The meeting of the Lexington Planning Board held in the Selectmen's Room Town Office Building, was <br />called to order at 7:35 p.m. by Chairman Davies, with members Bridge - Denzak, Colman, Galaitsis, Planning <br />Director Garber and Assistant Planner McCall- Taylor present. Mr. Merrill was absent. <br />MINUTES ******** * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** <br />The Board reviewed and corrected the minutes for the meeting of March 1, 8 15, 27 and 29, 2000. On a <br />motion duly made and seconded, it was voted 4 -0 to approve the minutes, as written. <br />PLANNING DIRECTOR'S REPORT <br />Recent Activity <br />Lexington Park Definitive Cluster Subdivision Plan, off Winter Street, Rollout Ms. McCall - Taylor rolled <br />out a definitive cluster subdivision plan for the Lexington Park development, off Winter Street, that was <br />submitted by Halyard Builders on May 12, 2000. The staff has not reviewed the plan in detail yet. <br />* * * * * * * * * * ** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS * * * * * * * * * * * ** <br />SUBDIVISION OF LAND <br />Grandview Avenue Subdivision, DEBCO Properties, Decision There were a number of abutters in the <br />audience. The Board reviewed and revised a draft Certificate of Action prepared by the staff. After some <br />discussion, on the motion of Mr. Davies, seconded by Mr. Galaitsis, the Board voted 4 -0 to approve the <br />Certificate of Action, as amended. <br />Mr. Colman commented that the applicant's land is private property, not open space. The Planning Board <br />upholds local laws and the United States constitution. He noted the significant improvement in the <br />applicant's subdivision plan over the period of the permitting process. Documents will be monitored by the <br />responsible town entities. <br />The Board reviewed and revised a draft Special Permit prepared by the staff. On the motion of Mr. Colman, <br />seconded by Mr. Davies, the Board voted 4 -0 to approve the Special Permit. <br />Mr. Galaitsis acknowledged that it is difficult to see open. space disappear, but owners of property have the <br />right to develop it. The Planning Board abides by the rules and does the best it can for all concerned. <br />** * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** POLICY MAKING **** * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** <br />Orphan Lot Policy, Adoption Noting that the draft document was reviewed at three previous Planning <br />Board meetings, Mr. Colman moved that the Board adopt the "Policy of the Lexington Planning Board in <br />Regard to `Orphan Lots' and their Process and Submission Requirements" dated May 17, 2000. Ms. Bridge - <br />Denzak seconded the motion. The Board voted unanimously, 4 -0, to adopt the policy. <br />******* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** REPORTS ******* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** <br />Planning Board, Subcommittees <br />Tree Committee Ms. Bridge - Denzak reported that at its most recent meeting the Board of Selectmen <br />granted formal status to the new Ad Hoc Tree Committee. The committee is drafting a tree ordinance to be <br />brought to Town Meeting. <br />
