PLANNING BOARD MINUTES <br />MEETING OF MAY 10, 2000 <br />Chairman Davies called the meeting of the Lexington Planning Board held in the Guard Room in the Police <br />Station, to order at 7:35 p.m., with members Bridge - Denzak, Colman, Galaitsis, Director of Comprehensive <br />Planning Bowyer, Planning Director Garber and Assistant PIanner McCall- Taylor present. Mr. Merrill was <br />absent. <br />* * * * * * * * * * ** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS * * * * * * * * * * * ** <br />PLANS NOT REQUIRING APPROVAL UNDER THE SUBDIVISION CONTROL LAW <br />Form A/00 -2, 1113/115 Concord Avenue The Board reviewed an Approval Not Required Plan for land at <br />1131115 Concord Avenue. On the motion of Mr. Colman, seconded by Mr. GaIaitsis, the Board voted <br />unanimously to endorse the plan entitled "Plan of Land in Lexington, MA (Middlesex County)" dated April <br />27, 2000, prepared and certified by James R. Keenan, Registered Land Surveyor, Winchester, MA, with <br />Form A /00 -2, submitted by George and Anahid Kazazian, applicants, as it does not require full subdivision <br />approval under the Subdivision Control Law. <br />SUBDIVISION OF LAND <br />Grandview Avenue Definitive Conventional Subdivision Plan, Continuation of Public Hearing Mr. Davies <br />opened the hearing at 7:45 p.m. Present for this item were David Burns, DEBCO Properties, the applicant, <br />Edmund Grant his attorney, Michael Weinmayr, landscape architect, Douglas Mill, engineer, and Gary <br />Johnson, architect. There were 30 people in the audience. Mr. Grant. gave a brief chronology of the progress <br />of Mr. Burns' application for approval of the three -lot Grandview Avenue Subdivision. <br />Mr. Johnson told the Board that the scale of the houses and market considerations were the prime factors in <br />their design. He described his efforts to reduce the height of the structures. Mr. Weinmayr commented that <br />drainage considerations affected how high the dwellings need to be. He also noted that the landscape plan is <br />aimed at preserving wooded areas that will ameliorate the perceived height of the dwellings. <br />The Board commented favorably on the architecture but expressed concern about the height of the dwellings <br />based on finished floor elevations and the amount of landscaped buffer to be provided. Their questions had <br />to do with proposed plantings and possible waivers for the road construction. <br />The hearing was closed at 9:35 p.m. <br />Ha es Lane Definitive Subdivision Plan Peter Johnson Request to Withdraw Application: Present for this <br />item was Gary Larson, landscape architect, Larson Associates. Mr. Larson informed the Board that Mr. <br />Johnson, the applicant wishes to withdraw his definitive subdivision plan for 35 Hayes Lane, filed on March <br />6, 2000. On a motion duly made and seconded, the Board voted 4 -0 to approve the withdrawal of the <br />definitive subdivision plan for 35 Hayes Lane. <br />Cotton Farm Sketch Cluster Subdivision Plan, Todd Cataldo, revised sketch plan Present for this item were <br />Todd Cataldo, applicant and Gary Larson, landscape architect. Mr. Larson explained the changes in this <br />plan, dated June 28, 2000, from the sketch plan, dated May 8, 2000, filed earlier. The plan shows 12 houses. <br />The previous plan showed 10 houses. <br />Comments from the Board had to do with the 650 -foot limit on the length of dead -end roads, access to the <br />Town -owned land contiguous to the site, and the number and size of the houses. They all spoke of the <br />importance of retaining the rural character of the site along Marrett Road. <br />
