PLANNING. BOARD MINUTES <br />MEETING OF FEBRUARY 9, 2000 <br />The meeting of the Lexington Planning Board held in the Selectmen's Room Town Office Building, was <br />called to order at 7:37 p.m. by Chairman Davies with members; Colman, Galaitsis, Merrill, Director of <br />Comprehensive Planning Bowyer, Planning Director Garber and Assistant Planner McCall - Taylor present. <br />Ms. Bridge - Denzak was absent. Peter Flinker, of Dodson Associates, a planning consulting firm of Ashfield, <br />MA, was also present. <br />COMPREHENSIVE PLANNING <br />10. Land Use Element, Site Analyses Using computer equipment, Mr. Bowyer projected a questionnaire <br />on desirable and acceptable land uses and other characteristics, in regard to the two sites in question: <br />a. 336 -342 Bedford Street: The general consensus at 336 -342 Bedford Street was as follows: cluster <br />development or a conventional subdivision would be appropriate, but the site is severely constrained by <br />access issues. The historic house and barn need to be further researched. <br />b. 202 Cedar Street: The consensus was for cluster, with lower density and higher priced housing on the <br />hillside and somewhat denser and lower cost housing on the flatter area. It might lend itself to some mixed <br />use, with stringent controls, such as a horse barn or day care center. <br />11. Critique of Site Analysis Process On the subject of public information and perception, the Board <br />agreed that a column or a series of columns in the newspaper would be a good way to communicate the <br />Board's activities and conclusions on the sites. The use of the Town web page to host the analyses was also <br />suggested, as was the use of the TMMA e -mail network. The possibility of holding two or three strategic or <br />area workshops was also discussed. On the motion of Mr. Colman, seconded by Mr. Galaitsis, the Board <br />voted unanimously, 4 -0, that the Board should start with the guest column(s) along with posting on the web <br />and the TMMA network. <br />12. Cost Revenue Analysis Mr. Bowyer explained that the planning methodology would include analyses <br />that compared, with general indicators, the community costs (by means of impacts) to the property taxes <br />generated by the theoretical development. <br />13. Consultants, Contract Services Peter Flinker, of Dodson Associates, consultant for the Land Use <br />Element, presented the new aerial map of Lexington that they are working on, based upon Boston Edison <br />and Town CAD data. <br />The meeting was adjourned at 10:36 p.m. <br />Anthony C.
