PLANNING BOARD MINUTES <br />MEETING OF APRIL 7, 2003 <br />The meeting of the Lexington Planning Board held in the Carpenter Room of the National Heritage <br />Museum, was called to order at 7:10 p.m, by Chairman Galaitsis with members Chase, Davies, Harden, <br />Kasto.rf and planning staff Garber and McCall - Taylor present. <br />MINUTES <br />Review of Minutes The Board reviewed the minutes for the meetings of February 12, March 2 and <br />March 31, 2003. On the motion of Mr. Harden, seconded by .Mr. Davies, it was voted unanimously 5 -0 to <br />approve the minutes, as amended. <br />* * * * * * * * * * * * * * * * * * * * * ** ARTICLES FOR 2003 TOWN MEETING * * * * * * * * * * * * * * * * * * * * * ** <br />Article 21 40B Comprehensive Permit --- Mr. Garber reported that he had spoken with Mr. Freidlich. Mr. <br />Freidlich had spoken with Bob Ritchie in the Attorney General's office and, based on the concerns about <br />the content of the article raised by Mr. Ritchie, had decided to withdraw his article. <br />Article 23 Conservation Land Transfers — Mr. Garber said that the Conservation Commission is <br />reconsidering its plan to indefinitely postpone the transfer of the North Street property. The Commission. <br />plans on doing a PowerPoint presentation at Town Meeting. <br />Article 20 Sign Bylaw — Mr. Galaitsis said that he will present the Planning Board's report on this article. <br />Mr. Galaitsis will introduce the housing update and then ask for Mr. Garber to be recognized to do the <br />report. Mr. Galaitsis will also be doing part of the Hanscom Field Article 30. <br />RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS <br />Applications To Be Heard on April 10, 2003: Mr. Harden gave an oral review of the following <br />applications: <br />• 20 Waltham Street — Vinny -T's of Boston — Special permit to install new signage on an awning <br />0 32 Waltham — Rosie's Bakery — Special permit to install .banging sign <br />• 60 Bedford Street — Walgreen's — Special permit to install free - standing monument -style sign <br />• 18 Eastern Avenue — Variance from front yard setback to construct front entry for single - family <br />dwelling <br />• 299 Woburn Street — Variance from. side yard setback to expand garage <br />• 27 Taft Street --- Variance from front yard setback to construct addition to single- family dwelling <br />• 30 Moreland Avenue — Variance from front yard setback to construct addition to single - family <br />dwelling <br />• 9 Hamilton Road — Special permit to construct addition above nonconforming portions of single - <br />family dwelling <br />The Board chose to defer to the Design Advisory Committee on the sign applications, but wanted to <br />clarify that the message board component of the Walgreen's sign had been removed. They had no <br />comment on the remaining cases except to urge the Zoning Board to consider how parking would be <br />handled on the Taft Street site where the garage was being removed to make room for an addition. <br />On a motion duly made and seconded, the Board voted unanimously to bourn at 7:57 p.m.. <br />arl P.
