11 10 <br />i <br />S 'S MEETING <br />April 4, 1988 <br />t <br />A regular meeting of the Board of Selectmen was held on Monday. <br />April 4, 1988, in the Selectman's Meeting Roam, Town office Building, at <br />7:00 p.m. Chairman Eddison, Mr. Marshall, Mr. Dailey. Mrs. Smith, Mr. <br />McSweeney; Mr. White., Town Manager; Mr. Cohen . Town Counsel; Mrs . Snow, <br />Executive Clerk, were present. <br />ARTICLES, CAPITAL EXPEMITURES COMMITTEE <br />Mfrs of the Capital Expenditures Cc omittee meet with the Board <br />for di scus s ion of several warrant articles and clarification of the <br />reasoning behind the proposals. <br />PHILIP ROAD ARTICLE 22 <br />Sheldon Spector asked for a better understanding as to why the <br />Board is proposing acceptance of Philip Road, which had not been <br />supported by the Town Manager. <br />It was explained that the Selectmen had taken this view because of <br />the long wait by residents for acceptance and the deterioration of the <br />Road, caused in part by use as school bus routes. It was also noted <br />that construction costs are now estimated to be samwhat lower than <br />originally thought. Betterment rate will be decided upon on April 50 <br />SUPPI ARV APPRDPRIATIONS, ARTICLE 10 <br />A mew dated 2/23/88 fran the Town Engineer stating the need for a <br />supplementary appropriation for authorized capital impro is (sewer <br />rehabilitation) was noted. It was explained that the low bid received <br />for the work was $150,000, requiring $50,000 in extra funding, <br />CONSERVATION FUND, ARTICLE 14 <br />Mr. Eddison, who will present the Article at Town Meeting, <br />explained the reasons for the Board's support of the acquisition of the <br />railroad spur land at Hanscam Field, which Lexington and Bedford have <br />agreed to purchase jointly. It was felt that purchase of the land by <br />Massport would supply access for further development of Massport land. <br />,AFFORDABIE HOUSING FEASIBILITY STUDY <br />Robert Engler of Stockard and Engler was present to give an <br />overview of the draft "Affordable Housing Feasibility Study" prepared by <br />his firm. The study presented data on three town awned parcels: school <br />sites on Young Street; Sutherland Road and Marrett Road plus the Munroe <br />School, regarding their suitability for Town awned housing from an <br />economic f eas ibi lity and programttiatic viewpoint. <br />The report covered issues such as site analysis, density, financial <br />feasibility and policy issues. Mr. Engler felt housing developments <br />would be possible on all sites after attention had been given to prepare <br />them for that use. <br />Board members camplim,ented Mr. Engler on the excellence of the <br />report, which it was felt was helpful and readable, but saw the need for <br />-- an in -depth study by LexHAB or the Housing Authority and further <br />discussion of the report with the Selectmen. <br />
