<br /> <br />NOISE ADVISORY COMMITTEE <br />MINUTES <br />9 March 2010 Meeting <br /> <br />A duly posted meeting of the Noise Advisory Committee (NAC), held in the Legion <br />Room, Cary Hall, was called to order at 7:30 PM by Chairman Tony Galaitsis with <br />members Jeanne Krieger, Martha Wood, Bob Earsy, Jack Maloney present. Steve <br />Kropper was absent. Present in the audience were Lexington Building Commissioner Mr. <br />Garry Rhodes, the Shire representatives, and the Shade St residents listed in the <br />Appendix. <br /> <br />The NAC reviewed information submitted by Shire acoustic consultants, on the noise <br />measurements, measurement locations, and modeling method to be used for <br />characterizing the night-time ambient noise of Shade St residences. The measurement <br />locations had the approval of the Shade St residents. <br /> <br />After extended discussion by NAC members, by Shire, Shire consultants and Shade St <br /> <br />residents, the NAC took a position on the following points: <br /> <br />1) <br />That the ambient noise derivation proposed by the Shire consultants may not <br />necessarily characterize accurately the Shade St. Ambient Noise, but that it was <br />accepted as appropriate for this particular case <br /> <br />2) <br />That a peer review be conducted according to the Zoning Board of Appeals <br />(ZBA) rules and regulations to assess the accuracy of the model, the validity of <br /> <br />the test data, associated results, and conclusions <br /> <br />3) <br />That, concurrently with Shire measurements, the building commissioner utilize <br />the Town’s Sound Level Meter to get a representative Regional Ambient Noise <br />level by measuring the noise within Hayden Woods at the intersection of <br />extension lines from the Cubist Site Access Drive and from the Southeast bound <br /> <br />portion of Woodcliff Rd <br /> <br />4) <br />That noise be determined with all (seasonally appropriate) Shire equipment <br /> <br />operating, after noise mitigation measures are applied to existing equipment <br /> <br />5) <br />That the noise be predicted for a configuration including today’s equipment plus <br /> <br />equipment of future building 200 <br /> <br />6) <br />That it is not possible to determine, with any degree of credibility, the noise levels <br /> <br />before or during the time Raytheon was using the site <br /> <br />Points (4), (5) and (6) were in response to a request by the ZBA chairman, conveyed to <br />the NAC by Mr. Garry Rhodes. <br /> <br />Before the vote, Mr. Galaitsis stated that he had low confidence on the Point-1 derivation <br />of ambient noise through modeling, and that he disapproved of the proposed: long <br />sampling periods for the determination of L90s; and, arithmetic averaging of the L90s. <br />However, he stated he would vote for the 6-point package because he believed that <br />existing technology could alleviate the Shade St noise problem (created by Shire), if <br />Shire allocated enough resources to noise control measures. <br /> <br /> <br />
