Minutes <br />Town of Lexington Appropriation Committee <br />April 1, 2009 <br />Place and time: Ellen Stone Room, Cary Memorial Building, 6:30 PM <br />Members present: Alan Levine (Chair), John Bartenstein (Vice Chair), Richard Eurich, <br />Mollie Garberg, Pam Hoffman, Susan McLeish (Secretary), Eric Michelson, Glenn <br />Parker, Rob Addelson (ex officio, non - voting) <br />The meeting was called to order at 6:37 PM. <br />Approve transfer from Reserve Fund. Rob Addelson requested the transfer of <br />$17,495 from the Reserve Fund to cover legal services for the Human Resources <br />Office resulting from unanticipated costs during collective bargaining with the town <br />police and fire departments. This amount will cover expenses through February 2009. <br />There will be additional expenses for legal services during the remainder of FY 2009, <br />up to another $40,000 to $50,000. The Reserve Fund currently has $517,500. <br />The committee approved the request by a vote of 8 -0. <br />2. Discuss Article 30 (Amend FY 2009 Operating Budget). Rob Addelson discussed <br />budget issues that will likely require action from Town Meeting when it takes up <br />Article 30. <br />The current expenditure for snow and ice removal in FY 2009 is $2,160,000. The FY <br />2009 budget for snow and ice was $646,925, with another $300,000 set - aside. To <br />make up the difference, the town may appropriate $350,000 of the FY 2009 budget <br />surplus and $200,000 in free cash to bring the unfunded balance to $669,745. We <br />may consider using $400,000 from the A.C. reserve fund, which will still leave a <br />balance of $269,740. <br />Rob also expects to see shortfalls in the town budgets for Unemployment <br />Compensation, Labor Counsel (see item 1, above), and Town Counsel. <br />Discuss Article 25 (Establish and Appropriate to Specified Stabilization Funds). <br />Rob Addelson stated that a possible shortfall in the school budget may be offset by <br />reducing the amount appropriated to the SPED Stabilization Fund from $350,000 <br />down to $75,000. <br />4. Recreation Enterprise Fund. Rob Addelson reported the Adjusted Retained <br />Earnings as of 7/1/08 for the Recreation Enterprise Fund were $1,158,000, but the <br />Certified Retained Earnings were $1,250,000. There was a discrepancy in the <br />amounts because $100,000 related to an offset for Lincoln Park debt service was not <br />posted to the account in a timely manner. <br />Discuss Article 11 and Article 12 (CPC Projects). Eric Michelson reported on the <br />Community Preservation Committee's motion to Town Meeting. <br />The Committee recommended approval of Article 11 (a), (b), and (1) by a vote of 8 -0. <br />
