Public Services Building tour
Sean Newell provided a very impressive tour of the new Public
Services Building.
Street and Traffic lights
792 Compact Flourescent streetlights have been installed to date
replacing incandescent ones.
MTC grant funding (was Library PV project)
The original Library PV project is no longer being considered as a
suitable use for this grant funding due to it being impractical to
produce a design which will meet HDC non-visibility requirements.
Deploying a PV array at the DPW pumphouse is problematic due to
design/cost considerations. A proposal was reviewed from Big Belly
Solar for solar powered trash/recycling bins.
The ECC supports the use of the MTC funds for Big Belly Solar
trash/recycling bins with the understanding that DPW staff member
Robert Beaudoin will locate them in acceptable locations throughout
Town, and for an initial period following installation will provide metrics
to the ECC periodically that reflect the use (amount collected, trip
reductions).
Other grant funding
There was a general expression of interest in whether there were
additional federal, state or stimulus funds available for energy
efficiency projects. Shawn Newell noted that discounts, rebates and
any cost reduction opportunities are standard for each contract
negotiation. Pat Goddard will be asked to comment on any grant
funds he is aware of at the next ECC meeting.
Lexington Energy Challenge
Energy Champions for various municipal buildings were identified this
summer and introduced to the program. A kickoff meeting for the
schools will take place on 29-September at the Central Administration
Building. Additional meetings will be held with municipal building
managers to coordinate their efforts with the champions. There is an
ongoing effort to develop incentives to go with the Energy Challenge.
BTU Consumption in Lexington
A summary spreadsheet noting 2009 BTU consumption for each
building and in aggregate was reviewed and compared to the 2008
baseline. The 5 year goal is a 20% BTU reduction, with a 5% target
for 2009. The total 2009 reduction to date has been 2.5%. Shawn
Newell reviewed the actuals building by building, along with a detailed
review of the efforts taken in this first year of the program. It is
estimated that with information now available from managing this
program in 2009 that the 9% reduction from the 2008 baseline
targeted by the end of 2010 is achievable.
DOER has requested that the goal of this program be measured in BTU
reduction at the building being measured (not the powerplant for
example), not in the reduction of CO2 or cost. It was noted that, as
feasible, these other criteria are being weighed in specific energy
utilization decisions.
The quarterly BTU consumption spreadsheet will be reviewed in an
upcoming meeting. That spreadsheet provides additional details such
as type of fuel, e.g. electric, gas or oil.
DOER energy audit
The Department of Energy Resources conducted an energy audit of a
number of Lexington schools and the School Administration building.
The report was handed out and briefly discussed at the ECC meeting.
Concerns were expressed that the audit methodology was too limited
and prescriptive. Feedback will be provided to DOER.
