. SELECTMEN MEETING <br />t � <br />. February 4, 1985 <br />1 <br />A regular meeting of the Board of Selectmen was held on Monday, Febru- <br />ary 4, 1985, in the Selectmen's Meeting Room, Town. Office Building. at 7:30 p.m. <br />Chairman Battin,, Mr. Sacco,. Mr. McLaughlin,. Mr. Eddison; Mr. Hutchinson, Town <br />Manager; Mr. Cohen, Town Counsel; Ms. Adler - , Assistant to the Town Manager; <br />Mrs. Snow, Executive Clerk, were present. <br />Upon motion duly made and seconded, it was voted to approve rni.nutes of Minutes <br />the Selectmen's Meetitig.on January 14, 1985. 1114/85 <br />The following were nominated for membership in the North Lexington Road N. Lex.Rd. <br />Improvements Study Committee Impr.Comm, <br />Harold G. Schmickley G Hadley Road Appts, <br />Robert. G. Fitzmaurice 423. Bedford Street <br />George Burnell 4 Eaton Road <br />Iris G. Wheaton 5 Hadley -Road <br />Upon motion duly made -and seconded, it was voted to appoint Mr. Schmickley,, <br />Mr. Fitzmaurice and Mr. Burnell as members of the North Lexington Road Improve- <br />ments Study - Committee. Since the-vote on Mrs.. Wheaton's appointment as split, <br />action on her nomination was , ,deferred pending the presence of a full Board. <br />*� Motion was made and seconded for purposes of discussion, to approve the Cons Ease - <br />Conservation.Easement over the property of Francis W. R. and Jacquelyn R. ment,Smith <br />Smith, 4 Clematis Road. ClematisRd, <br />Town Counsel. explained, in answer to questions from Members, that the <br />Easement appeared to be a standard Conservation Restriction to prohibit build- <br />ing and pointed out on a. map distributed that it adjoined a site with similar <br />conditions which has an existing easement �he Mr. Eddison informed Board that land in question is low and <br />felt -that it was appropriate for Conservation. <br />The motion was not acted upon. <br />Upon motion duly made and seconded, it was voted to defer action on the <br />item until such time when a full Board is present, since it was apparent that <br />from views expressed, decision could not be reached that evening. <br />The Planning Board was present for participation in discussion of legis- Amick Bill <br />lation filed'. by Senator Amick entitled the Mass. Regional Planning District <br />Environmental Commission Act, <br />Mrs. Battin noted communications from John Caswell, Lincoln Selectman/ <br />HATS representative and John Ritscher, Chairman of the Lincoln Selectmen, <br />requesting review of the bill and any suggestions for its improvement. The <br />bill would provide for creation of a process for intertown review of major <br />developments of- regional impact, located along boundaries of communities. <br />Mrs. Battin expressed her support of the intent - of the bill but, had concerns <br />about the process and instrument selected for implementation which would re- <br />move the approval or denial process from elected officials and would give the <br />pow vote to the appointed local MAPC representative who need not seek approval of <br />
