<br />CPC Minutes Nov. 19, 2007 <br /> <br /> <br /> Attendance in the Ellen Stone Room, Cary Hall <br />1. -Betsey Weiss, Marilyn <br />Fenollosa, Richard Pagett, Sandy Shaw, Leo McSweeney, Norm Cohen, Wendy <br />Manz, and Joel Adler. The meeting was called to order at 4:05pm. <br /> <br /> Mary Ellen Dunn and Patrick Goddard answered questions on the Old <br />2. <br />Harrington School Admin. HVAC proposal for $220,000. <br /> The proposal is for <br />air conditioning, ventilation, smoke detectors, and wiring for the first or main <br />floor. There is electrical distribution to the second floor. The School <br />Administration is projecting to be there 3-5 years since Old Harrington maybe <br />needed for swing space for elementary construction later on. The building is in <br />good shape and structurally sound. The issue is that if room air conditioners are <br />used then there is not enough electrical current for the computers. To renovate the <br />building completely would cost $8 to $9 million dollars. The CPC asked that the <br />proposal request be filled in with more details. <br /> <br /> <br /> Liz Billings-Fouhy and Mary Ellen Dunn answered questions on the <br />3. <br />Preschool Playground Proposal for $75,000. <br />Liz brought additional <br />information. The playground would be a new playground and four feet high <br />which is appropriate for preschoolers, but is smaller than an elementary school <br />age child’s playground. The preschool population is 50% special needs and 50% <br />not physically handicapped. Old Harrington is now the permanent home of special <br />needs preschoolers. The playground will be a new playground in a presently <br />wooded area. Dave Pinsonnault said that the removal of trees would not be a <br />problem. It fits under CPA funding since it is “creation of land for recreational <br />use.” $20,000 has been raised through fundraising efforts. The question came up <br />why was this project not funded under the Harrington renovation if Harrington <br />came in “under” budget? <br /> <br /> Clarke Bridge Proposal $10,000 <br />4.- since it is a replacement, it is not eligible <br />under the recreation portion of the CPA statute. Steve Flynn is going to ask for <br />volunteers to donate services and labor and he has also found a parent architect to <br />donate services. <br /> <br /> <br /> Carl Valente <br />5.- <br /> <br />? Town Counsel thought that the preschool playground qualified since it is <br />creating a new recreational resource but in light of the Newton ruling, Town <br />Counsel has some doubt. Concord, Mass. created a new ball field with CPA funds <br />so Town Counsel will let us know. <br /> <br />?School Admin. Building- electrical work: air conditioning and wiring is an <br />extraordinary repair so it was thought to be eligible but Town Counsel will <br />confirm. <br /> <br />
