<br />A regular meeting of the Board of Selectmen was held on Monday,
<br />April 3 , 1989, in the Selectmen's Meeting Room Town office Building, at
<br />7:00 p.m. Chairman Smith, Mr. Marshall , Mr. Eddison, Mr. McSweeney; Mr,
<br />White, Town Manager; Mr. Cohen, Town Counsel; Ms, Radway, , Asst, to the
<br />Town Manager; Mrs. Snow, Executive Clerk, were present. Mr. Dailey
<br />joined the meeting later,
<br />CONSENT AGENDA
<br />ECCLES REQUEST, PLAYGROUND PARKTNG
<br />Upon motion duly made and seconded, it was voted to refer the
<br />request of Anne Laurin Eccles, 49 Parker Street, for construction of a
<br />parking lot ad J scent to the Leathers playground at the Center Field, to
<br />the Traffic Safety Advisory Committee for review and rpcommpndati ons .
<br />CONTRACT X89 -9 SIGNED
<br />Upon motion duly made and seconded, it was voted to execute
<br />Contract #89-9, Cleaning & Lining Existing Water Mains, as awarded at
<br />the Selectmen's Meeting on March 20, 19890

<br />Mr. White referred to the recommendations of the Lexington Center
<br />Committee that all Center crosswalks now painted in the ladder design be
<br />repainted at this time, over the existing design, in diagonal striping.
<br />Tt was also urged that crosswalk repainting occur more frequently.
<br />The L.C.C. felt -that since the existing design is badly worn, it
<br />would, in time, wear away completely. Mrs. Batti n , L.C.C. Chairman , was
<br />present for the discussion.
<br />The Manager felt that the proper way to change the pattern would be
<br />to remove the thermal plastic, at a cost of $16,000 to $26,000, before
<br />repainting. He added that the plastic material does not accept paint
<br />and that painting a different design over it would present a number of
<br />problems in terms of aesthetics. He suggested that he and the L,C.C&
<br />explore the issue further and that the crosswalks be repainted in the
<br />ladder design for this year, at least.
<br />Mr. White asked for the Board's authority to arrange for completion
<br />of this work before Patriot's Day'
<br />Mrs, Ratti n stated that at a Joint meeting of the L.C.C. with the
<br />Traffic Committee, the four L.C.C. members were unanimous in their
<br />opinion that zebra striping is preferable, as had always been the view
<br />of the full committee.
<br />It was pointed out that some crosswalks in the Center have only
<br />stripes at the sides, with no ladder design and Mr. McSweeney suggested
<br />that these be painted now in the zebra design, with the side stripes
<br />painted so as to avoid the existing thermal plastic stripes.
<br />It was the sense of the Board to go forward with the Town Manager's
<br />suggestion to repaint, as is, the ladder design crosswalks, and as
<br />suggested by Mr. McSweeney, to install zebra striping on all Center
<br />crosswalks with only side lines. The thermo plastic l adderi ng will be
<br />phased out over two years, to be replaced by the zebra design as soon as
<br />possible.
