M ond' a <br />Januar y in the Selectmen's Meeting Room Town Of fice building <br />at 7:30 p.m. Chairman Smith, Mr. Marshall, Mr. Eddison, Mr. Dailey, Mr. <br />McSweeney; Mr. White, Town Manager; Mr. Cohen, Town Counsel; Ms. Radway, <br />Asst. to the Town Manager; Mrs. Snow, Executive Clerk, were present. <br />PUBLIC HEARING INTENT TO LAY CUT STREETS <br />Mrs. Smith explained that the Hearing that evening was being held <br />for discussion of the Board's Intent to Lay out Streets, which had been <br />voted on November 28, 1988, and that no vote on the laying out of <br />streets would be taken until January 23. <br />The Chairman opened the Hearing on Hampton Road, from Concord <br />Avenue, 590 southwesterly to end. <br />Town Engineer Francis Fields showed a layout plan of the street and <br />described its dimensions. <br />In answer to questions from the Board, Mr. Fields outlined the <br />Town's inspection procedures during construction of subdivision streets <br />and explained the process of provision of surety by developers and the <br />conditions under which portions of the surety may be released. Mr. <br />Marshall asked for a method which would ensure that sufficient funds <br />would be held to cover any construction costs, should a developer <br />default. <br />Mr. white said that he has asked that a certain portion of the <br />surety be held until the street acceptance process has been completed <br />which would create an incentive for quick completion of streets and <br />would preclude repetition of the Town's experience with subdivision <br />streets such as Philip Road. <br />There being no further questions or comments from the Board or the <br />audience, Mrs. Smith declared the Hearing cn Hampton w -cad c losed. <br />The Chairman opened the Hearing on Dover Lane, from Pleasant <br />Street, 540 northerly to end. <br />Mr. Fields explained by means of a layout plan the dimensions of <br />the street. <br />There being no questions or comments from the Board or the <br />audience, Mrs. Smith declared the Hearing on Dover Lane closed. <br />The Chairman opened the Hearing on South Rindge Avenue, Bow Street <br />to Rindge Avenue, 1125' to end. <br />Mr. Fields showed the layout of the street on a plan and described <br />its dimensions. <br />There being no questions or comments, Mrs. Smith declared the <br />hearing closed. <br />The Hearing on Valleyfield Street, from Bridge Street, 450' <br />northerly to end, was opened and a layout plan displayed and explained <br />by Mr. Fields. <br />There being no comments or questions, Mr. Smith declared the <br />hearing closed. <br />Mrs. Smith requested that Mr. Eddison conduct the Hearing on <br />Clematis Road since she is a resident of that street, and excused <br />herself from the meeting. <br />Mr. Eddison opened the Hearing on Clematis Road, from Allen Street, <br />705 easterly to end. <br />
