LEXINGTON POLICE DEPARTMENT <br />MEMORANDUM <br />TO: Chief Christopher Casey <br />FROM: Lieutenant Mark Corr <br />DATE: August 15, 1995 <br />SUBJECT: Summary of Police Manual Committee <br />On August 9, a meeting of the Police Manual Committee was held in the conference room; in <br />attendance were: <br />William Dailey, Jr. Chairman/Selectman <br />Edith Flynn <br />William Hays <br />Gerald McLeod <br />Christopher Casey Chief of Police <br />Philip Taylor Captain of Administration <br />Mark Corr Lieutenant <br />The meeting introduced the Committee members to the numerous changes which have taken place within <br />the Police Department during the past two years. The two hour meeting was broken down into three <br />segments: <br />Segment 1 -- 45 minutes <br />Chief Casey outlined a number of personnel changes and the impact of the override to future operations. <br />The positive impact of numerous departmental programs such as D.A.R.E. and the Youth Diversion <br />Program were also discussed. Portions of the Citizen Survey were reviewed with Committee members <br />offering further insights. <br />Segment 2 -- 30 minutes <br />Chief Casey and I spoke about the accreditation process- and the difficulty of pursuing compliance <br />aggressively. I presented my observations of how fiscal restraints, limited resources, and the evolution <br />of the entire process is making it difficult to project atime-line for completion. Everyone agreed that <br />the process is constructive and furthers the professional development of the organization. The policies <br />in hand (professional standards, communications, and legal process handling) were briefly reviewed. <br />I explained at length how our procedures for policy development are generating sound, readable, <br />effective policies. <br />Segment 3 -- 45 minutes <br />The Committee was taken on a tour of the station. The changes to the Communications Center, front <br />desk, locker room and cell block were reviewed. A diverse array of questions were raised by the <br />Committee and discussed. <br />
