Selectmen’s Meeting Minutes
December 1, 1997

A regular meeting of the Board of Selectmen was held on Monday, December 1, 1997 in
the Selectmen’s Meeting Room, Town Office Building at 7:30 p.m. Chairman
McSweeney, Mr. Fenn, Mr. Busa, Mrs. Eddison, Mr. Enrich; Mr. White, Town Manager;
Mr. Cohen, Town Counsel; and Ms. Smith, Executive Clerk were present.

Public Comments

Firefighter George Arthur Robinson expressed concern for the men and women of the
Lexington Fire Department who were told they will have to wait until July, 1998 to
receive their wage increases for the years 1994, 1995 and 1996 that were awarded in
Mediation. The Manager has advised them that the amounts appropriated for the
settlement do not equal the amount of the award which includes overtime. Furthermore,
under the law the Town is required to request the Legislative Body (Town Meeting) to
fund and approve the contract. The Town Manager explained that the Town has set aside
$250,000 to fund the contract and actually the amount needed to fund just the retroactive
pay increases, not including overtime, is in the vicinity of $275,000. The overtime
portion comes to approximately $80,000 to $90,000. When asked why an article was not
placed on the Warrant for the Special Town Meeting, Mr. White replied that the Town
had no idea of what the award would be or the dollar amount.

Firefighter Bob Cunha asked the Selectmen if they thought it fair to ask the firefighters to
wait until March Town Meeting and then funds would not be available until July. It has
been three and a half to four years since the firefighters last received a raise. Mr. White
said the assumption they would have to wait until July is not correct.

Mr. McSweeney indicated he would review the matter with the Town Manager and will
come back in a couple of weeks and spell out what the Board feels will come of this
issue.

Hearings

Boston Edison Grant of Location - Franklin Road
Boston Edison representative presented Boston Edison’s request for a grant of location
for conduit to service #5 Franklin Road.

Upon motion duly made and seconded, it was voted to approve the petition of the Boston
Edison Company to lay and maintain underground conduits and manholes, with the wires
and cables to be placed therein, under the surface of Franklin Road: Northeasterly,
approximately 160 feet northwest of Castle Road, a distance of about 46 feet (±).
