Lexington Housing Partnership Meeting Minutes for February 28, 2008 Attendees: Winifred McGowan, Melinda Walker, Bob Bicknell, Ken Kreutziger Maryann McCall-Taylor (Town Planning Dept.), Tom Harden, Chris Kluchman, Bill Carlson, Florence Baturin, Lisa Snellings Bob Bicknell chaired the meeting and took the minutes. The meeting was called to order at 7:10 pm. 1. Open Meeting The vote on the November and January minutes was postponed because of a lack of quorum. 2. Sub-Committee Reports. Accessory Apt. Committee – The report will be made at a later date. Lexington First-Time Homebuyer Program: Status of Revised Proposal – Bob See the first item under “Report of the Chair”. 3. Report of the Chair (Bob Bicknell) Partnership with LexHAB – A meeting was held with Karen Sunnarborg, an experienced housing and planning consultant, to discuss our Affordable Housing Assistance Program. Karen has prepared a Scope of Services to support our survey and analysis program which is before Town Meeting as Article 9a in the Warrant. We may still have to have additional discussions with Cambridge rd Savings on financing options such as 3 Mortgage Loan provisions, Sliding Equity Shares and Loan Repayment Provisions. Site Analysis Project – Bob is still forming a sub-committee to review and analyze town wide sites with potential for development of affordable housing. Interested members should contact Bob. Report for Town Meeting – Bob reviewed the report to be presented at Town Meeting. The Partnership agreed to support the zoning by-law for cluster developments and the following Article 9 projects proposed by the CPC: 9a) Survey and Define Affordable Housing Assistance Programs 9e) Vynebrook Village Windows 9g) Parker Manor Condo Purchases 9r) Administrative Expenses Bob was asked to coordinate the Housing Partnerships input with Betsey and Marge Battin, the Moderator.
