March 22, 2021
Tree Committee Minutes of March 11, 2021
Attending: Gerry Paul (Chair), Pat Moyer, Nancy Sofen, Gloria Bloom, Mark Connor,Jim Wood, Marty
Kvaal. Marc Valenti (DPW), Sustainable Lexington: Charlie Wyman, Mark Sandeen (Select Board liaison).
Absent: Chris Filadoro (Tree Warden)
1. Appointed Jim Wood scribe and approved minutes of Feb. 11, 2021.
2. Tree Warden updates (Marc Valenti)
a. Tree inventory—working with new vendor; paper work in progress.
b. Tree canopy assessment—Will be performed by University of Vermont;4-month period
of performance using 2014 and 2018 data for evaluation.
c. Tree bylaw activity—Marc Valenti will ask Chris to provide Tree Bylaw Activity
spreadsheet.
3. Tree Management Manual—How many copies to order—Settled on 50 copies (at approximately
$12.50 a copy) as most users will use the copy posted on the Town website. Nancy said she
would correct some problems before presenting to the Tree Committee.
4. Gerry said he had posted on the website all information we would be using in support of the
Tree Committee Warrant Articles. In additions he would send Zoom links to the Select Board
meeting and Town meeting. We understand that the Conservation Commission will support
32,34, 33-1 but not 33-2.
5. Hartwell Innovation Park—Planning Board's intent on native trees on this site is not clear.
Understand that the language requiring mitigation of all native trees removed on the Hartwell
site permit has been removed. It is not clear if the Planning Board is interested in saving native
trees. Nancy Sofen moved that "As part of the new Planning Board regulation, that native trees
as listed on the Lexington plant list, are considered protected trees". Passed 7-0.
6. Tree Bylaw Compliance and adherence to approved plot plan tree removal data. Nancy Sofen
examined 2019 and 2020 plot plan data and found that the inches removed differed from the
information presented by the DPW. Further that the bylaw may not be enforced when trees of
24-inch diameter or greater are removed from the setback area. Nancy Sofen will review the
plot plan data she has and prepare a report.
7. Gerry Paul noted that he was scheduling meetings to comply with legal lead time requirements
that will be held based on our need to vote on any changes to Town Meeting motions.
8. Adjourned at 9:15 AM
Respectfully Submitted,Jim Wood.
